Admiral Roebuck.
Admiral Roebuck is a supporting character in 007’s movie 1997 Tomorrow Never Dies.
He is a fictional Admiral of the British Royal Navy.
He was played by the late Geoffrey Palmer.

Roebuck argues with M about launching a cruise missile from HMS Chester into Khyber Pass, and thus killing half of terrorists around the world with a weapons deal.
Roebuck turns out to be impatient for Bond to solve the case, so he telephones al Chester and orders them to fire a missile at the deal, thereby discovering that there are nuclear torpedoes that are attached from the Soviet MiG. The Captain ordered to destroy the cruise missile but it’s too far away, however, the problem is stopped when Bond removes the missile in that MiG’s engine.
Later, Roebuck agrees to the war against China after it appeared to him that HMS Devonshire has sunk into the hands of the Chinese, however, M tells the defense minister to give Bond time to investigate.
M informs Roebuck that Elliot Carver has manipulated the server, and therefore he tells his men to look for an invisible ship to attack, even if it is no longer of any use because Bond exposed the radar ship that the Royal Navy has been ordered to attack him.
