Agent Shepard was one of the drivers who participated in the Twisted Metal Tourament in Head-On. Similar to Carl Roberts before him, Shepard is a determinated goverment agent who wishes to arrest Calypso and take down the contest to prevent more harm done to innocent people.
He is a major character in Twisted Metal: Head-On.

Shepard is now the driver of Crimson Fury, succeeding Agent Stone decades prior. Under the psuenuom "Smith", he inflitrate the tourament in hopes of both capturing Calypso and end the tourament.
In the end, Shepard won the contest. Upon being asked if what is his desire, Shepard reveals himself to be a government agent and his allies show himself as they capture the mad-man. Shepard shares Calypso final moments bettling on the mad-man's action, telling him that the nightmare he created will no longer go on.
Trivia[]
- As seen in Agent Shepard's ending, he enters the contest under the name "Smith."
- Agent Shepard's ending is similar to Quatro's, as they both want to arrest the host of the competition but were about to be gunned down by their henchmen before reinforcements arrive, giving him a chance to arrest the host. The difference is that Quatro's fate still remains uncertain, whereas Shepard successfully does so.
- In an early version of the game when it was still known as Twisted Metal: Rage, the address of the characters was also shown in the driver's info. Agent Shepard's address is "Las Vegas, NV".
- On the character select screen, Agent Shepard's name is misspelled as "Agent Shepherd".
