Anthony Garcia is the Mayor of Gotham in The Dark Knight and The Dark Knight Rises. He is played by Nestor Carbonell.
The Dark Knight
Mayor Anthony Garcia was elected on a platform of cleaning up the streets of Gotham. He holds a meeting with Harvey Dent regarding his indictment of 549 mobsters. They discuss the loopholes that could cause the sentencing to turn, such as trying to get dirt on Dent, warning him to be as cautious as possible. The meeting is interrupted by Brian Douglas's body is hung outside his window.
During the Joker's reign of terror on Gotham, the Mayor was one of his intended targets. He is saved from an assassination attempt during Commissioner Loeb's funeral, as Gordon jumps in the way as he gets shot at. As a reward, Mayor Garcia appoints Gordon as the new Commissioner.
Later on, after Dent's disfigurement as the result of an explosion, Gordon is seen speaking with the Mayor. They discuss their concerns regarding the Joker's threat to scare people away from Gotham, and get into disagreement on whether the imprisoned mobsters should be moved out.
The Dark Knight Rises
Sometime before the events of the film, Garcia established a public holiday in Dent's name. In addition, he passed a law named the Dent Act, which gave authority to deny parole to those involved in organized crime during the events of The Dark Knight. This effectively eradicated organized crime from Gotham, due to the fact that the public did not know about Harvey Dent's crimes, keeping the prosecution intact.
Eight years later, Garcia remained in power, and rumors are heard that he will retire Commissioner Jim Gordon due to the low crime rates. During his speech on Harvey Dent Day at Wayne Manor, he celebrates the success of Gotham having kept the city free from organized crime, and condemns Batman for his supposed murder on Dent. He is determined to keep the Dent Act in place for as long as he is in power.
Later on, Mayor Garcia attends a football game, in the stadium that Bane rigged with explosives. He is killed in his private booth when the explosion goes off. It's unknown who replaced him after Bane's defeat, but Batman was honored as Gotham's true savior while the Dent Act was eliminated and all of Dent's other possible accolades were retracted since the public finally knew about his crimes.
