Art is the main protagonist of the 2020 Netflix film Project Power, he is a former military major who roams the city of New Orleans. While hunting and fighting gangs or associates all in an effort to rescue his daughter Tracy, a group of high-powered organizations known as Teleios extract Tracey’s power to create a pill that grants superpowers to others and sell it.
He is portrayed by Jamie Foxx.
Summary[]
In near-future New Orleans, a mysterious distributor offers a free supply of "Power" – a pill that grants unpredictable superpowers for five minutes – to a group of drug dealers, including Newt. Six weeks later, Newt's teenage cousin Robin, a dealer herself, is nearly robbed by customers seeking Power. She is rescued by NOPD Officer Frank Shaver, one of her regular buyers. Art, a man hunting for the distributor “Biggie”, tracks down Newt, who is killed after a struggle when he overdoses on Power. Frank foils a bank robbery by a Power-enhanced thief, but is suspended for using Power himself. His captain reveals that government personnel are pressuring him to terminate any investigation into Power, and gives Frank a picture of the man they suspect to be the source of the drug: Art.
Using Newt’s phone to find and abduct Robin, Art forces her to take him to the drug cartel safe house. He is shot while eliminating several of the cartel's men, and discovers that Power users throughout New Orleans are being monitored as test subjects for the drug. Art bonds with Robin as they treat his wounds, and reveals that after leaving the military, he was recruited by Teleios, a private defense contractor who experimented on him to create superpowers. His daughter Tracy, born after the experiments, exhibited powers without ever taking the drug, and was abducted by Wallace, a Teleios operative.
Art and Robin find Biggie hosting a private demonstration of Project Power for a potential buyer. Biggie claims that Power represents “the next evolution of the human species”, with the pill’s powers derived from the abilities of animals, such as the wolverine frog or chameleon. Art interrogates Biggie at gunpoint and learns of a ship, the Genesis, but Frank intervenes, having tracked other users to the demonstration. Biggie takes a dose of Power, forcing Art, Robin, and Frank to flee as Art kills Biggie in an explosion. Frank arrests Art and informs his captain, but Art explains that the Power epidemic in New Orleans is mass testing to stabilize the drug, and that Tracy is the source of the drug’s powers. Convincing Frank that his captain is actually taking orders from Teleios, Art is left to be captured by Teleios and taken aboard the Genesis. Frank and Robin infiltrate the ship, and Art persuades a guard to free him. Frank and Art kill Wallace, while Robin finds Tracy and reunites her with her father. As the four attempt to flee, Robin is captured by Dr. Gardner, the head of Project Power, who demands Tracy in exchange for Robin’s life. Art confronts Gardner, revealing that Power gives him the abilities of a pistol shrimp, which he uses to kill Gardner and her men and rescue Robin. Using his power costs Art his life, but Tracy resurrects him with her own powers, and they all escape the ship. Frank intends to expose Project Power to the press, while Art decides to move on. He gives Robin his truck and a bag full of money to cover her mother's medical needs, telling her to use the greatness inside of her. Art and Tracy depart, finally free.

Former Powers[]
- Powers via Pill: Art is granted by the power pill for five minutes the abilities similar of the most powerful animal in the world, known as the pistol shrimp.
- Heat Wave Emission: With powers of a pistol shrimp, Art can emit high amounts of heatwaves from his body and manipulate them to vaporize targets however this can cause harm to his body once the drug wears off and requires medical attention.
Abilities[]
- Military Training: In his early career, Art enlisted in the Army and trained with the military skill sets of a soldier such as tactics, combat, and firearms. Being ranked as a major he retired after the U.S. took advantage of him and his experience makes him a formidable opponent to hunt and interrogate threats or targets in his mission to save his daughter.
- Weapon Proficiency & Marksmanship: His military training taught him to handle many firearm weapons to fight in close-quarter combat, such as using a shotgun to blast Newt empowered by the pill and the ability to self-immolate. Later he wields a Glock pistol to shoot two assailants at the grocery store and a meeting set by Biggie he fires many armed security and is rarely harmed before shooting Biggie’s fingers off before the latter empowers himself with super strength and increased size, and Art runs out the exit after shooting a gas tank which explodes the building with the foe in it. He even manages to dodge a strike from Wallace and shoots a hole in his chest with a shotgun.
- Master Tactician: Art is an excellent strategist and can plan out resourceful moves against enemy territory. As he prepares to talk with Newt he uses a string rope to keep the apartment door open and enters inside to silently sneak behind the latter to hold him at gunpoint. Until he slips away and Art grabs his cell phone which holds his contacts who knew about the power pill he would use later meanwhile he continues to go after Newt who is now granted powers of self-immolation which covers his whole body in fire realizing his gun and physical attacks couldn’t stop him, he goes into a nearby bathroom takes off his jacket to wet to grab and dunks the latter in the tub of water and beats him for information on his supplier known as Biggie before he O.D.’s and dies. In the evening, he receives texts off of Newt’s phone from his closest associate and arranges them to meet at a restaurant at night where Art runs into Robin cousin of Newt who he flattens the tire on her bike before ambushing in the trunk of his truck. After complying with him, he manages to find a lead of where Biggie is about to sell the drug, and there he impersonates the doorman to get close to the target and interrogates him about the source of the power drug was derived from knowing it was Tracy and the latter tells him she was being kept alive on a boat called Genesis. After reaching the ship, Art gets captured and is strapped to a chair only to be released after the guard witnesses he has a power pill that would grant him the power of the most dangerous animal successfully escapes and meets up with Robin, Frank, along with Tracy. They get confronted by Gardner who has them surrounded with multiple soldiers holding him at gunpoint until he swallows the pill to vaporize the entire fleet and save his allies.
- Martial Artist: In addition to his military training, he displays martial art techniques of (MCMAP) in close combat. When going into the back part of the grocery store, he holds Alligator Wine against the wall until his two men approach to shoot at Art who deflects the first one away with a backward kick and the second one with a stab on the arm before flipping him with a judo throw and when the other one recovers, he pulls out his firearm to point at him only to have grabbed before Art turns him to the front and kicks him to fall off the platform on his chin. When going after Biggie, Arthur enters the entrance of the bank to knock out the front doorman with one uppercut, and upon entering the basement he closes in on a security guard by pushing him near an ice sculpture and impaling his neck. He could even hold his own against enemy opponents who are enhanced by the power pill even while being powerless himself, such as when going up against Knifebone who has the powers of a wolverine frog he uses poles as a melee weapon staff to strike, dodge, and pin the latter down before having him subdued with his body weaponry against him.
Weaknesses[]
- Power Instability: Due to the effects of the power pill granting him the ability of a pistol shrimp, it can be too much for his mortal body to tolerate the extreme temperatures of the heatwaves.
- Mortality: Being an average human, he is still vulnerable illness and injuries.
Equipment[]
- Firearms: During difficult situations, Art arms himself with military issued guns and weaponry with remarkable proficiency.
- Power Pill: Sometimes he would carry a power pill to use as a last resort in case of extreme measures.
