Arthur Stepanov is a major character in the Browntable YouTube animated series Interstellar Ranger Commence. He is a student that attends Cosmos Academy and Alex Stepanov’s twin brother. He is also Hope Griffin’s bully and a rival of Itsuki Reo.
He is voiced by Mathew Iles. Who voiced Blantson/Jack Savage on Return to Zootopia. He is also a free solo climber.

Physical Appearance[]
Arthur is a 5’10” young adult male, with blue eyes, fair skin and blonde hair with a mullet haircut. Once he gains his power from the Orb he will gain orange/yellow eyes
Personality[]
Arthur is very stubborn. He does not like to listen to his fellow students when they are assigned to work as a team. When bad things happen because of him he blames other people for his faults because he can’t admit his own mistakes.
Arthur is extremely reckless. During a test when Itsuki formed a plan with his team Arthur completely threw it out of his mind and playfully ran into the battlefield blind, getting called out for not following orders.
Arthur is typically seen as a pretty shallow person. When rumors spread about Hope cheating to get into Cosmos with no evidence whatsoever he was completely willing to by into it and uses that as an excuse to bully her.
Even though Arthur is very hot tempered, petty and tends to mistreat his peers a lot of the time, that does not make him a completely spiteful person as seen when he knocked over Hope’s food and got insulted by Amai, instead of lashing out or getting angry he instead congratulates her, respecting her confidence in standing up to him.
Biography[]
Arthur is the twin brother of Alex Stepanov, while Arthur does hold some level of care towards Alex, they are never on good terms thanks to Arthur’s competitive and mean-spirited attitude.
Despite this Alex still wishes that one day he and Arthur are able to develop a heathy relationship.
