President Boris Vorshevsky (Russian: Борис Воршевский) is a major character in the Call of Duty franchise's original Modern Warfare series, serving as a mentioned character in Call of Duty: Modern Warfare 2 and a major character in Call of Duty: Modern Warfare 3. He is the President of Russia after the Ultranationalist Party has taken over. He first appears in Call of Duty: Modern Warfare 3 in the mission "Turbulence", where he was abducted by Vladimir Makarov and later in "Down The Rabbit Hole" where he was saved by Delta Force and Task Force 141.
He was voiced by David Anthony Pizzuto.

Call of Duty: Modern Warfare 2[]
Boris Vorshevsky is the President of Russia during Call of Duty: Modern Warfare 2. It is said in one of the newspapers in Vladimir Makarov's house that Vorshevsky and other members of the Ultranationalist Party expelled Makarov from the inner circle. Following the loss of the Loyalists during the Russian presidential election, Vorshevsky and other moderate figures in the Ultranationalist Party stated that Makarov's presence will endanger the Ultranationalist Party from gaining the trust of the Russian people. They also believed that by removing Makarov, it will change the Russian people's view towards the party, as well as distance other hardliners in the party from their violent past at the same time attempting to improve relations with the United States and the Loyalists which were strained because of Makarov. Enraged by his expulsion from the party, Makarov harbored a deep resentment towards Vorshevsky and vowed to destroy his government at all cost. Another news clipping inside his safehouse confirms this new found bitterness, with Makarov vowing to kill Vorshevsky to make sure his betrayal would be justified. After the events of "No Russian" with the presence of an American operative in that massacre, Vorshevsky reluctantly allowed a full invasion of the United States as revenge for the deaths of their citizens. However, this choice proved to be disastrous later, as while Russian forces succeeded to surprise the United States, they suffered many disastrous defeats that resulted in him authorizing a full retreat.
Call of Duty: Modern Warfare 3[]
After their direct withdrawal from America, Vorshevsky decided to negotiate a peace treaty with the West, much to the dismay of the hardliners. Thinking that he was no longer capable of leading Russia against their enemies, the hardliners changed their allegiance to Makarov, which permitted the former to seize power. The peace treaty was to take place in Hamburg, with the United States Vice President representing the President at the summit, so Vorshevsky headed there on his presidential plane, callsign "Command Point".
In "Turbulence", Vorshevsky first appeared and revealed he intended to seek peace with his daughter, Alena. Once he revealed his intention, his cabinet members; primarily Vasili Zhukov, his minister of war, are against a such proposition. However, Vorshevsky was empathic, convincing them that this would benefit Russia for a long time and gain them new allies. However, Makarov's men had hijacked the plane, causing it to crash. While he had briefly avoided to be captured and survived the crash alongside Zhukov, he was eventually caught, and his security detail, which consisted of Commander Leonid Pudovkin and Andrei Harkov, were killed on site, along with Zhukov. Makarov asked that Vorshevsky give up the nuclear codes for the Russian nuclear arsenal, but the latter rejected, calling him "insane". Enraged by his position and defiance to surrender access to the Russian Strategic Rocket Forces to him, Makarov ordered his men to find Alena Vorshevsky and eliminate any remaining resistance, knowing that if he had Alena, Boris would be forced to surrender the nuclear codes to ensure her safety.
However, the FSO who were tasked with protecting Alena managed to fend off Makarov's attacks and took her to a hideout in Berlin. Vorshevsky was later told again to abandon the nuclear launch codes; like before, he refused to surrender them to a psychopath like Makarov, suggesting he would rather die than hand the codes over. When Makarov's lieutenant, Alexi, tells Makarov that they have found the location of Alena, he shows clear signs of concern, struggling free of his restraints, knowing full well if Makarov captures Alena, the threat on her life would force him to hand over the codes to protect her. Team Metal was tasked with retrieving Alena before Makarov's men could, only to come too late as they breach her room, but she was already aboard the Ultranationalist Mil Mi-24 Hind as it took off to escape. Both were taken to a diamond mine in Siberia that was heavily guarded by Makarov's men. The Vorshevskys were later rescued through a joint operation between Delta Force and Task Force 141. However, their extraction resulted in Yuri to be badly injured as well as the collapse of the mine, killing the rest of Makarov's men and Team Metal.
After his rescue, President Vorshevsky returned harmlessly to Moscow to the thankful masses who awaited his rescue. Indebted to the West and staying true to his promise, Vorshevsky now sought to negotiate peace with the United States, soon after declaring an end to all hostilities alongside his American counterpart. Vorshevsky's government was then completely recognized by the West and in their newfound alliance exonerated Task Force 141 of the false war crimes charges against them that had been brought about by General Shepherd's lies out of his revenge against the Ultranationalists from the events in the Middle East with Khaled Al-Asad that cost 30,000 American servicemen and women their lives from Al-Asad's Russian nuke. Meanwhile, Vorshevsky was enraged by the betrayal by his own party, erasing the party of all those who supported Makarov, having them either executed or incarcerated in gulags to suffer. As for Makarov himself, now a wanted fugitive by both nuclear superpowers in the USA and Russian Federation, he met his end thanks to Captain Price several months later, putting and end to the last of the Four Horsemen in Makarov, the Zakhaevs, and Al-Asad.
