Biography[]
Captain Monroe is first shown driving his car along with his dog Nitro, where he calls SIS officers Wade and Jay, about the heist situation that Danny and Will are about to pull off with their gang. When Jay informs him that the robbers didn't use a Mercedes despite tagging it earlier, he suggests if they move in to stop the heist, though Monroe informs both of them that it will be a bloodbath and suggests they do it later.
Following the SIS' failed attempt to capture Danny and Will, alongside killing most of their gang in a firefight, Captain Monroe arrives in the scene where he informs both Jay and Wade about the failed situation to capture both brothers. When Wade informs Monroe on how rookie cop, Mark, screwed them up by not giving them his ex-wife's phone number, Mark, who is tended for his injuries, gets into a scuffle with both SIS cops. After Monroe eases the tension, he informs Mark that it will be his priority to rescue and get Zach back as he as the best unit out there. When the LAPD have spotted the stolen ambulance driven by Danny and Will Sharp back east, Captain Monroe orders all units to lock down everything to prevent their escape, as well as enlisting a mobile unit led by Lieutenant Dhazghig, to survey them, along with FBI Agent Anson Clark. With Dhazghig's help, they are able to use and send in helicopters to track both brothers. When the LAPD track that the brothers are driving the ambulance to Staples Center, he then informs all the police forces to converge on them and stop them as necessary as they drive off, with Mark borrowing one of the officers' unmarked cruisers with Nitro the dog inside. As the cops try to stop them, Monroe, unaware if the robber is Danny, tells him to give himself up, but he refuses. In the ensuing chase, the cops converge on the brothers' stolen ambulance as they go inside the LA Convention Center as Monroe orders every cop to blockade every exit to prevent their escape. As an angered Danny begins to hold Cam hostage and threatens to throw her off the ambulance, he taunts Officer Mark to back up, which he refuses, causing him to fire his weapon on Mark's borrowed police car, and unknowingly, put Nitro, Monroe's dog, in danger. This angers Monroe, as he began scolding Mark for bringing in a dog on a police chase and putting it in complete danger, as he ordered the police to pull back and even informing Nitro, to get down.
Following this, Monroe begins meeting up with FBI agent Anson Clark, who informs him that he had been familiar with Danny Sharp since they were in college and that he had been pulling off every bank heist at a young age, and that his father LT, was a legend responsible for killing multiple bank managers and tellers in the 90s and that Danny is looking for a easy escape ever since both of them were formerly friends.
While Cam tends to Zach's injuries with Danny's help, Monroe, believing Zach's dead and unaware the surgery was a success, decides to move forward and prepare a SWAT team to wait for both Danny and Will and kill them simultaneously despite knowing Cam is still alive. However, Cam informs Anson that Zach is still alive and informs Danny and Will about the snipers. After evading it, Monroe, orders the SWAT team to stand down. Monroe decides to have to text Cam so he can lure both brothers into another trap. Danny then calls Monroe, and tells him about why the police are supposed to keep hostages alive, which he tells him that he wants all hostages alive as soon as possible. Danny taunts him why they continue to fire at him, to the point that Monroe claims it was a breach and taunts him about his tactics, as well as forcing Cam to tell him about trying to keep everyone alive despite being hostage. However, having had enough of Cam, Danny tries to kill her, causing a scuffle to happen between both brothers, also monitored by Monroe and the police. Anson then begins to be familiar with Will, and later receives a text from Cam that they're headed to Boyle heights.
Arriving at the LA river basin, Captain Monroe sends LAPD helicopters to go after both Danny and Will, though they evade them easily after Danny fires his gun at both choppers. After creating multiple traffic accidents and evading the police, they are able to meet up with Castro and Roberto, to create decoy ambulances while Papi and his men create mini-guns to distract the police. As this happens, Monroe, orders all officers to block all four exits as they can arrive and be lured anytime soon. As Danny and Will have their ambulance painted green to avoid detection and remain hiding, the decoy ambulances soon leave, as Monroe orders all helicopters to split up as he knows they are basically a military tactic. Castro allows himself to be surrounded and claims about his family, while Danny and Will silently pass as they avoid being detected. As Roberto puts a brick on the accelerator after ramming a police car, Monroe orders his men to fire on the driverless ambulance as it passes them, before ordering them to fall back as Roberto blows up the vehicle. This then allowed an unmanned modified vehicle controlled by one of Papi's men, to distract the cops as Anson realized that it was an ambush. The car fired on the men, resulting in Captain Monroe being wounded and possibly killed by the crossfire, while Mark was able to go after Roberto and force him to kill himself, angering Papi.
