Carlton Ulysses "Carl" Wheezer is one of the three deuteragonists (alongside Goddard and Sheen Estevez) of the Jimmy Neutron franchise. He is Jimmy's neurotic, llama-loving, best friend. According to canon, he is 11 years old.
Carl is known to be a nervous, timid and suffering from hypochondria. At times, he tries to overcome these personality traits in order to appear "cooler" around Jimmy and mutual friend, Sheen, even though he has a sensitive scapula. He has many talents, the most recognizable is his phenomenal singing. Also as seen in the movie, Carl tags along with Jimmy for his science experiments more often than Sheen, and originally he, Jimmy, and Goddard were going to rescue the Retroville parents from the Yolkians by themselves.
Carl also appears to be in love with Jimmy's mother, Judy Neutron, accidentally saying that she is beautiful around Jimmy and Sheen, carrying around a picture of Jimmy's parents with his head pasted over Jimmy's father's face. Though, in "Carl Wheezer Boy Genius", his love interest was Elke Elkberg, his Swedish pen pal.
He is voiced by Rob Paulsen who also voiced Jack Fenton from Danny Phantom, Donatello from TMNT (2012 Series), Reuben from Lilo & Stitch: The Series, Spike in The Land Before Time, Raphael in TMNT, Mark Chang in The Fairly OddParents, Yakko, in Animaniacs, Eric in The Little Mermaid II: Return to the Sea, and Toodles in Mickey Mouse Clubhouse.
In the Japanese dub, he is voiced by Teiyu Ichiryusai in the movie and Kikumi Umeda in the series.

- Carl is of German descent.
- Similar to Nigel Thornberry from The Wild Thornberrys, Carl Wheezer has become one of the most recognizable and fun-loving characters ever, in addition to becoming an internet meme in which he appears in a series of three YouTube videos made by TheFamilyLawnmower.
- Despite popular opinion, Carl Wheezer's namesake is not the popular 90's band Weezer.
