Chief Clarence Bailey, better known as Chief, is one of the three tritagonists (alongside Sarah Hatoff and 80-HD) of Dav Pilkey’s Dog Man franchise.

He is the loyal and childish yet very heroic chief of the local police department.

He was portrayed by Forest VanDyke in the Dog Man Musical and will be voiced by Lil Rel Howery in the upcoming film adaptation, who also played Moose in Harold and the Purple Crayon and Buddy in Free Guy.

Biography[]

The fearless boss of the local police department. He's got the bravery of a warrior, and the heart of a kid.

Appearance[]

Chief wears a a police uniform, consisting of a blue shirt with a yellow badge on his chest and a hat that says "ChieF" in black writing, being the Chief of the Police Force. He wears dark blue jeans and dark gray shoes, though sometimes his shoes appear brown. He has dark skin, and he has a black zig-zag moustache and a round red nose.

In the film, his outfit is more expressed, though he dons a similar look. However, his hat says "ChieF" in yellow letters instead of black, and his round nose matches his skin color instead of being red.

Temporarily in Dog Man and Cat Kid, Chief is shown to have a superhero appearancs, with a black mask with transparent blue lenses as well as a black cape.

As a child, Clarence had a head similar to that of Super Diaper Baby as well as wear a red hat with a propeller on top of it. He is shown wearing a red shirt and pants as well.

In the first book, he serves as the deuteragonist.

A Hero Is Unleashed[]

One time, a couch came to the COPS station, with Chief saying that his new couch came. He tells all of the cops to come to watch him to be the first person on his new couch. However when he gets to the couch, he meets the cop Officer Knight and his dog Greg lying down on the couch sleeping. Chief yells at them and makes them jump in surprise. He yells at them about how they had ruined his new couch and told them to get out of his sight.

While Knight and Greg were out, Petey the Cat and his butler decide to get rid of the troublesome cops by igniting a bomb in public, which is tried to be defused by the cops, but they had failed and were sent to the hospital, where Nurse Genie S. Lady creates the idea to sew Greg's head onto Knight’s body to create Dog Man.

The next day, Chief is unimpressed with Dog Man being the "world's greatest cop" and yells at him to get out after he licks his face. There, Petey had unleashed his new vacuum robot and tried to vacuum up Dog Man, but ends up failing as Dog Man had made it go into the ocean and vacuum up sea water while it chased Dog Man, blowing the robot up.

When Chief learns about Petey's arrest by Dog Man, he has everyone go to Dog Man and cheer for him! The chapter ends with Chief chasing Dog Man for licking his hand instead of giving him a handshake.

Robo Chief[]

Sometime later, Chief wakes up and goes to work. However, he is pooped on by a bird and splashed with water from a car going through a puddle. When he comes into the station, he trips on a sleeping Dog Man, who wakes up and starts jumping on Chief, making him more mad. When he comes into his office, he sees that his dirty tissues are everywhere and chewed up, his slippers are eaten up, and there is pee on the floor.

When he gathers up all of the cops, everyone looks at Dog Man, and Chief orders eveyone except Dog Man to go back where they were and tells Dog Man that he's in trouble, until he is interrupted by a cop named Milly, who tells him that the mayor's coming. Chief tells Milly to let the mayor in nervously. When she comes, she shows Chief some newspapers that show bad news for Chief and warns him that if Chief doesn't 'straighten up', she'll fire him and replace him with a robot.

Meanwhile in Cat Jail, Petey gets a can of Invisible Spray, a spray can that turns anything sprayed with it invisible, from the mayor and uses it to spray it himself and escape jail. A newspaper comes with the recent news, which brings the mayor the opportunity to fire Chief and replace him with the evil robot Robo-Chief. While Chief is leaving, Dog Man tries to bring him back, but he can't.

Soon enough, Dog Man exposes the mayor of creating an evil plot to take over the COPS and have the ability to create illegal stores without being captured, and the mayor is arrested. Two weeks after the mayor was arrested, a new mayor is elected and tasked with the job to promote one of the cops to Chief. However, Dog Man brings the new mayor to Chief’s house, making the new mayor rehire Chief, and everything is back to normal. The chapter ends with Chief getting mad at Dog Man for jumping on him in celebration.

Book Em' Dog Man![]

One day, Petey escape from Cat Jail and learned that reading made people smart, so he created an invention to erase every word in a book, making it completely useless. Then, he used the invention on the entire world, making every book in the world useless. One day, Dog Man pooped in Chief’s office, and a cop found it and brought the poop to Chief, who was in his underwear. Since no one knew who pooped, Chief called in Dog Man (using a shoe instead of a phone), and ordered him to find out the culprit. When Dog Man leaves, Chief and the cop with the poop in his hand high-five each other, smashing the poop and causing bits of it to fall everywhere, with them not understanding what smells.

Later, when Petey was arrested by Dog Man, the cops looked at the security surveillance cameras at the time Dog Man pooped to see who pooped in Chief’s office. The chapter ends with Chief chasing Dog Man because he pooped in his office.

Weenie Wars: The Franks Awaken[]

When Chief came back to the COPS station after lunch, Dog Man heard and got of Chief’s house and jumped on him in excitement. Chief gets mad and goes to his couch to see if it was slept on by Dog Man.

Chief yells at Dog Man when he learns that it was sat on, until he is interrupted by Petey the Cat, who had used a megaphone and a dog whistle to gather all of the dogs, including Dog Man, to come inside the Mutt-Masher 2000, a cage with a lowering spiked ceiling.

Soon, a news reporter from Australia named Sarah Hatoff comes and makes a news story about it, with Chief and the other cops watching the whole thing on a computer. Chief cries, wishing he didn’t yell at Dog Man, but another cop conforts him by saying Dog Man will save the day soon.

When Dog Man made a giant gyro statue turned to life by Living Spray, a spray can that turns anything sprayed with it sentient, named Philly destroy the Mutt-Masher 2000, Philly brings him to the leader Hot Dog, and Dog Man eats him. This causes the Living Spray that the Leader Hot Dog had to fall down into fire created by the Weenies, blowing it up, destroying Philly, and sending Petey and Dog Man to Cat Jail and the COPS station respectively.

Dog Man crashes through the roof and lands on Chief’s couch, destroying it. Chief comes, but instead of yelling at Dog Man for destroying the couch, cheers for joy as Dog Man is alive. The chapter ends with Chief hugging Dog Man with the other cops celebrating how Chief isn't mad at Dog Man anymore.

Dog Man Unleashed[]

In Dog Man Unleashed, he along with Sarah Hatoff serve as the deuteragonists.

One day, Milly gets annoyed by Dog Man, who was chewing on her pants. Milly asks what's wrong, and then Dog Man points to the calendar, showing that it's Chief's birthday. Milly exclaims that they should have a party and rounds up all the cops for planning. A cop named Maude says she'll make a card, a cop says that he'll bake a cake, and two other cops say that they'll do the decorations.

All they need is presents. One cop offers Supa Brain Dots to make him smarter. Another cop says that Chief would need a pet to not be lonely. Another cop offers a fish for Chief. Milly then tells everyone it's settled and puts Dog Man in charge of buying a fish for Chief. At the pet store, Dog Man gets a fish for free named Flippy.

That afternoon, the party happened, and Maude and another cop got in trouble because they brought Chief Supa Brain Dots. Right before lunch, Chief eats one Brain Dot, like the instruction said. However, he put the can of them on top of a cabinet next to Flippy's fish bowl, and then slammed the door to go to lunch, causing the can to flip over and drop every Brain Dot into Flippy's fish bowl, causing Flippy to become angry and smarter.

After lunch, Chief came into his office and got a phone call that the pet store had been robbed by a mysterious figure. So, Chief sent Dog Man to help them, and he frees the workers and Sarah Hatoff, who was there collecting dog food for her newly adopted pet poodle Zuzu.

Sarah had somehow gotten her hand out of the ropes that she was tied to and took a photo of the criminal, and thinks that the criminal is Petey. Petey learns about this and escapes to his lab, where he creates a giant treasure chest to try to find his imposter.

Dog Man then stopped Petey by taking over the treasure chest as he thought the steering wheel was a ball and made Petey fall off. But, Dog Man kept controlling the treasure chest, and nobody, not even Chief, could have Dog Man get off, except for a creaton Petey accidentally made when he escaped, Flat Petey, who had used a dinosaur skeleton he turned to life using Living Spray, scaring Dog Man off and having Flat Petey and his servant, Boog E. Feeva, take the treasure chest.

After Dog Man made the skeleton laugh, making it lose the need to serve Flat Petey, it ran away, and Dog Man, Chief, Sarah, and Zuzu watched Flat Petey fight the criminal, who had just came to take the cheat for himself.

However, Zuzu was able to take off the criminal's disguise, revealing him to be Flippy, who had collected telekinesis due to the Supa Brain Dots overdose. While Flippy was explaining how he was able to disguise himself and do criminal things around the city, Flat Petey escaped with the treasure chest. When Flippy found out, he used his telekinesis to throw himself up a mountain Flat Petey went up to, with Chief and the others following. At the top of the mountain, Flippy froze to death. But, he was able to control his soul and tries to body-snatch Chief so he can live eternally. But, Dog Man saw the soul as a ball and chewed on it until it melted out of existence.

Chief then told Flat Petey that he was under arrest and he had to go into his car, but Flat Petey smashes the car with the treasure chest. Then, Flat Petey laughs at them as he's made out of paper and can't freeze, but the others can and they have no way to get back down. Then, Dog Man licks Flat Petey and makes Flat Petey freeze, as wet paper freezes easily. Then, Chief, Dog Man, Sarah, Zuzu, and Boog all get on top of the fallen Flat Petey and slide down the mountain laughing, making Boog lose the need to obey Flat Petey.

At the ground, Boog gets a pair of scissors and sprays it with Living Spray and chases Flat Petey into the sunset, never seen again. While walking back home for the night, Chief exclaims to Dog Man that his birthday was all just violence with no character development or anything. However, it was the best birthday he had ever had!

Dog Man: A Tale of Two Kitties[]

In A Tale of Two Kitties, Chief serves as a major character.

The day after his birthday, the newspaper came, which showed some good news that he needed to show to his fellow cops, especially Dog Man. When he comes to the station and shows the others, he asks where Dog Man is, who was in Chief’s office chewing on a chair leg. When Dog Man comes, he jumps on Chief, making him mad, until Maude reminds him of the news he wanted to show Dog Man.

After Chief shows Dog Man, he reads the newspaper a little more, and learns that Dr. Dookie and his assitant will study Flippy's dead brain. So, Chief sends Dog Man to protect the scientists, without remembering Dog Man likes to roll around in dead fish, which Maude reminds him. Chief denies, until he sits on the chair Dog Man chewed on and falls.

When Dog Man fails his mission and ends up losing Flippy's dead body, he runs to the police station and hides beneath a plant, with Maude and another cop teasing him about it. That night, Chief wakes Dog Man up from beneath the plant, and Dog Man jumps on Chief again, making him mad again. Chief informs Dog Man it's time to go home and that he'll see him in the morning.

However, when he opens the door, he is greeted by Petey’s newly made and abandoned clone Li’l Petey sleeping in a crate. So, he goes back into the station and, after being jumped on again by Dog Man, informs him about Li’l Petey and asks him if he can do something about him.

Meanwhile, Flippy had somehow been sprayed with Living Spray from a factory. The Living Spray then spreads around, turning the factory into the first Beasty Building, and Flippy commands it to spray all of the other buildings with Living Spray as well, creating an army of Beasty Buildings. Chief finds out and goes into his fixed cop car to find Dog Man, who was busy putting up posters along with Sarah Hatoff about how Li’l Petey was missing (as Petey had gone to pick him up that night).

Chief informs them about the Beasty Buildings, so Sarah stops putting up posters and brings out a line of dental floss and asks Chief if he can tie one end to a nearby street sign while she does the same, creating a line of wire that would make the buildings fall and get destroyed.

Then, Chief and Sarah see that a Beasty Building has tried to eat up Dog Man and Zuzu, but they end up being saved by Li’l Petey inside of a robot Petey made for him named 80-HD. Then, Li’l Petey starts destroying the other Beasty Buildings, annoying Flippy, so he uses his telekinesis to throw him, destroying 80-HD.

Petey, who was chasing Li’l Petey, takes him out and gives him to Dog Man and tells the others to run away and hide as he has himself inside 80-HD, seemingly sacrificing himself. Meanwhile, the heroes hide in an art studio, where Li’l Petey makes a book for Flippy. Then, Li’l Petey hijacks Chief’s car and starts coming to Flippy to talk and show him the book.

Showing Flippy the book makes him realize he does have a friend and redeems himself, letting go of Petey, who he was going to throw inside of a volcano. However, Dog Man using a hang glider comes from the sky and rescues Petey before he fell into the volcano. When they fall back down to the ground, Sarah makes a citezen arrest on Flippy, and Chief sends Petey to Cat Jail.

On the walk to Cat Jail, Petey talks to Chief about how he needs to do better actions now that he has a kid, which Chief happily agrees too, and the two hug. However, Petey then unlocked his handcuffs and stuck them on a stop sign. Then he says bye to Chief as he runs away and cackles off, with Chief yelling at Petey after realizing he was trapped to a stop sign.

Movie[]

It is confirmed that Chief will appear in the film adaptation of the series. While not much is known about his role in the film, it is known that, like in the books, Chief would not enjoy the antics of Officer Knight and Greg the Dog, and eventually Dog Man, though he could be mad at the latter due to the mayor getting mad at him for the chaos Dog Man and Petey, the world's most evilest cat, brought onto her city. Chief would eventually subside his annoyed behavior and would aid Dog Man and Petey in saving Li’l Petey.
