JSA member Hawkman took him to Doctor Mid-Nite, who noticed that the metal was being absorbed by Nathan's skin. It was later revealed that the metal had grown over his amputation, and grew a new limb. Though it regrew his limb, his entire body had know become constructed with metal due to reaction to Reichsmark's blood, which Doctor Mid-Nite informed Nathan of. Nathan realized he had superhuman strength, and metal skin, making him near invulnerable. Afterward, Nathan became a member of the Justice Society of America, and was christened "Citizen Steel" by Power Girl.

When Gog manifested in Africa, Heywood sided him, hoping he would remove his powers from him. Nathan would later meet with the JSA to stop Gog, unleashing his full strength to stop the giant. Following Gog's defeat, Nathan took time off from the JSA to be with his family, which mostly consisted of the various children who survived the attack on the reunion. Heywood grew close with the children, who called him "Uncle Nathan" or "Uncle Nate".

Citizen Steel would later have to fight off hordes of the Black Lantern Corps, who had resurrected deceased superheroes in Manhattan.
