The Department of Extra-normal Operations, simply known as the D.E.O., was a governmental organization created following Superman's arrival on Earth to monitor extraterrestrial presence on the planet. It was formerly led by Director Hank Henshaw until he was presumably killed by Jeremiah Danvers in order to save the alien fugitive J'onn J'onzz, who began posing as Henshaw to reform the D.E.O. for its intended purpose. After his identity was exposed, Lucy Lane was named deputy director. However, after helping Supergirl defeat Non and Indigo, J'onn received a presidential pardon and was reinstated as director of the D.E.O., continuing to use Hank's appearance for convenience's sake around D.E.O. agents and for public appearances.

Due to Crisis, the D.E.O. was destroyed and a new organization was formed on Earth-Prime.

Original multiverse[]

Following Kal-El's arrival on Earth, the United States government decided that they needed to protect themselves against extraterrestrial presence, and potential invasion, so they created the Department of Extra-Normal Operations.

24 years later after Fort Rozz crashed on Earth, they began to catalog all of the aliens seen in public.

12 years later, the D.E.O. captured Kara Danvers. She was made aware of the department's existence, and their motives. Though they initially didn't work well, "Hank Henshaw" allowed Kara to take down Vartox, an alien threat, as Supergirl.

New multiverse[]

On Earth-Prime is a governmental organization. It was a subsidiary of Luthor Corp and, hence, was owned by Lex Luthor. The building was destroyed by Rama Khan after he escaped Brainy's custody.

At some point, the D.E.O. was founded as a governmental organization. Sometime following its founding, it became a subsidiary of Luthor Corp, and thus became owned by Lex Luthor.

At some point during this period, J'onn J'onzz became the director of the D.E.O., but was later replaced by Alex Danvers.

At some point prior to early 2020, Supergirl, Lex Luthor and Lena Luthor made a commercial to promote the D.E.O.'s ability to detain hostile extraterrestrials; due to Kara being a survivor of the original multiverse, her memories were not rewritten with Earth-Prime's history, and so she had no memory of making the commercial.

Following the departure of Alex Danvers as director, Querl Dox was promoted to the position.

In his new position as Director, Querl Dox utilized the resources of the D.E.O., researching who may have been targeting the transgender community and threatening Dreamer. Brainy passed on his findings to Detective Rivers of the National City Police Department.

In April 2020, the D.E.O. National City headquarters was destroyed by Rama Khan, after he stole the Kryptonite housed there.

In 2021, the president called J'onn J'onzz and gave him the offer to rebuild and lead the DEO to prepare it for the true extra-normal threats such as the Fifth Dimension/magic along with aliens like previously. J'onn and Alex were reluctant to accept the offer due to jurisdiction conflicts, but Kara convinced them to take the offer.
