Isn't it a coincidence that the Kyrians are being portrayed in the best possible light? Martyrs, heroes, saviors. Obviously, events have been reinterpreted to make your people feel better about themselves. Revisionist history. It's such a comfort.
~ The Doctor, confronting Quarren about the inaccurate history The Voyager Encounter is teaching

The backup of the Emergency Medical Hologram, also called the Doctor was a backup copy of the USS Voyager's Emergency Medical Hologram that was stolen from Voyager by the Kyrians in 2374 and reactivated over 700 years later.

Like the original Doctor the backup copy of the Doctor was portrayed by Robert Picardo.

The Doctor's memories and information were current up through the time when the Kyrians led by Tedran attacked Voyager for meeting with their Vaskan enemies. During the attack the Kyrians stole a number of articles, including the Doctor's backup module. Voyager's visit sparked a devastating war between the Kyrians and Vaskans that nearly destroyed the Kyrians.

In the 31st century the Kyrian Quarren was able to reactivate the Doctor. From his perspective only a few moments had passed, but in reality it was 700 years later, with everyone the Doctor had known up to that point long dead. Quarren showed the Doctor his recreation of what was then called The Voyager Encounter, which showed a twisted warship Voyager under the command of the evil Kathryn Janeway starting the war by attacking the Kyrians at the behest of the Vaskans.

The Doctor was able to convince Quarren that he had been wrong all these years about Voyager. Finding a tricorder that had proof that Tedran had been killed by a Vaskan weapon instead of a Federation phaser, the two men were finally able to correct the historical record, that Voyager had not attacked the Kyrians and was not at fault for the war.

The work of the Doctor and Quarren led to a new understanding between the Kyrian and Vaskan people. The two races began to work towards peace and equality. Quarren died several years later, but lived long enough to see the true peace he had started begin to take hold.

The Doctor would go on to serve as the surgical chancellor for the united Kyrian and Vaskan peoples for many years. After leaving that post he took a shuttle and left for the Alpha Quadrant, wanting to return to his true home.
