Emilia Harcourt is a supporting character in the DC Extended Universe.
Agent Emilia Harcourt was an agent for the National Security Agency (NSA) on liaison to the Advanced Research Group Uniting Superhumans (ARGUS) who worked under Director Amanda Waller on her Task Force X program. Trained by her father since childhood, Harcourt was a ruthless killer who could stomach almost all of the atrocities her job unfortunately entailed.
In 2021, Harcourt and other members of Task Force X's support division betrayed Waller after she threatened to blow up her field operatives when they disobeyed her orders to ignore a destructive rampage being carried out by the gigantic alien creature Starro the Conqueror. Following the incident, Harcourt and Economos were sent to another team for their insubordination, working with Clemson Murn, Leota Adebayo, and Peacemaker to stop the Butterflies from taking over the Earth.
She is portrayed by Jennifer Holland.

Background[]
Emilia Harcourt was a trained killer whose father gave her her first gun, a Glock 20, at the age of twelve. When she killed a person for the first time, Harcourt didn't get her period for three months due to stress. Although she was always willing to kill when necessary, the feelings of guilt she suffered every time she took a life never went away. After graduating from high school, Harcourt became an agent for the Central Intelligence Agency (CIA). She later spent several years at the DEO, before finally moving on to the National Security Agency (NSA).
As an NSA agent, Harcourt was transferred as a liaison to the Advanced Research Group Uniting Superhumans (ARGUS), an organization dedicated to tackling major threats to the United States often by utilizing superhumans. She worked directly under ARGUS Director Amanda Waller as a support member for Task Force X, a government-sanctioned expendable black-ops unit that enlisted incarcerated supervillains to undertake high-risk operations for the promise of a reduced prison sentence.
The Suicide Squad[]
In 2021, Harcourt worked with Waller as a mission coordinator for Task Force X's mission on Corto Maltese, but she also place bets with her co-workers on which criminal would die. She assisted the team in their mission, but things went awry when Starro the Conqueror escaped from Jotunheim and proceeded to infect citizens. Though Waller ordered Bloodsport and remaining squad to leave, he and the others decided to stop the creature and end its rampage. After Flo Crawley knocked Waller unconscious, Harcourt assisted the task force in maneuvering across the city to defeat Starro. Hours afterward, Harcourt and her coworkers were nervous after Waller regained conscious, and she and Economos were transferred to another team for committing insubordination.
Peacemaker[]
Following the events of Jotunheim, Waller assigns Harcourt and Economos to help Clemson Murn with Project Butterfly, with the goal being to stop an alien invasion. After Peacemaker escaped from the hospital, Emilia, John and Murn traveled to his trailer to recruit him into the project. The group also met new member Leota Adebayo, whom unbeknownst to them, was the daughter of Waller. Meeting at Fennel Fields restaurant, Harcourt and the others mocked Peacemaker for coming in his costume, and Murn explained their mission was to kill senator Royland Goff. After dinner, Emilia went to a nearby bar where she chastised Peacemaker for being a murderer, and decided to head home.
Later that night, Emilia was contacted by Peacemaker, as he killed a butterfly that attempted to kill him, and needed her help to escape from the Evergreen Police Department. Concerned, Harcourt and Adebayo found Peacemaker's location by using the nano-bomb in his head, and found him evading the police at a complex. Emilia rescued him by shooting sleep darts at the officers, allowing Smith and his pet Eagly to enter Leota's car to escape. Returning to Murn, Harcourt initially suspects Leota of being a mole due to a butterfly attempting to kill Peacemaker. However, Smith reveals that he left the project's file on the bed after sleeping with the butterfly, much to the team's anger.
The following day, the team prepare to assassinate the senator, and Harcourt becomes agitated when she notices Vigilante stalking them. Despite Vigilante being a potential risk in compromising their mission, Murn advises the team to focus as they head to Goff's residence. At the senator's home, Peacemaker and Vigilante are captured by Judomaster, and Emilia is briefly knocked unconscious by the martial artist. She was then found by Goff's bodyguard, but was able to kill the guard when Leota hesitated in committing the act. Returning to Murn, the trio entered the Goff residence to find Peacemaker, discovering that he was captured underneath the basement. When finding a green resin behind a portrait, Murn placed an explosive to enter the basement, and survived the explosion when he got too close.
Entering the basement, Emilia and Leota found Peacemaker and Vigilante alive, having killed Goff when the explosion went off. The team met with Economos, whom managed to knock out Judomaster when he attempted to leave the residence. While discussing with Leota about the bodyguard's murder, Adebayo admitted that manipulated Vigilante into killing Peacemaker's father in prison. Surprised by the revelation, Emilia informed Murn, who chastised Leota and Economos for compromising the mission since John had previously incriminated Smith's father. After learning of Vigilante's real name, Harcourt picked up Chase from prison, and showed empathy when he realized that he made things worse.
Around this point in time, Emilia deduced that Murn was a butterfly himself, having suspected so due to his knowledge on the aliens, his social behavior, and surviving the explosion at the senator's home. Confronting him with the information, Murn revealed that he betrayed his own kind to save Earth from them, and Emilia agreed to not tell their teammates. Learning of another location that the butterflies could be, the team traveled to the Glan Tai bottling plant, where they discovered how the aliens were making their foods, and killed a gorilla that was a host for the butterfly. Celebrating their victory, Emilia created a group chat called the "11th Street Kids", and bonded with her teammates.
Later on, Leota discovered that Murn was a butterfly by wearing Peacemaker's x-ray helmet, and Emilia revealed that she discovered this a while back. She listened as Clemson explained his intentions to stop the butterflies, and that they were getting their food from a butterfly cow. With Economos finding the routes that the butterfly transport their food, the team discover that they are coming from the Coverdale Ranch. After getting the directive from Murn to do whatever it takes to stop the butterflies, Emilia spoke with Peacemaker, telling the vigilante that she doesn't see him as a bad person anymore.
When Leota incriminated Peacemaker with the fake diary, Emilia confronted Adebayo for her actions, reminding her that she is Smith's friend. Leota revealed that her relations to Waller, admitting that she had lost her job, and her mother decided to recruit her daughter into the project. Needing to leave the apartments, Harcourt and Adebayo evaded the cops until hearing Murn explaining that he was about die, and asked them to kill the butterfly cow. Once the police left, the two returned to the apartment, finding Murn's lifeless alien body. While mourning their lost, the two were attacked by Judomaster, but managed to render him unconscious by electrocuting the martial artist.
After defeating Judomaster, the pair were contacted by Economos, who explained that he, Peacemaker and Vigilante were at a veterinary clinic. At the clinic, Emilia became the leader of the team, inspiring them to kill the butterfly cow. At the ranch, the 11th Street Kids fought against the butterflies, and Harcourt was wounded by one during the battle. She was saved by Adebayo, and the group left the ranch after the butterfly cow was killed. When leaving, the Justice League arrived, having been contacted by Waller in fear that the 11th street kids couldn't complete their mission. Emilia and the team were then taken to the Mount Rouge Health Center, where Harcourt received treatment for her gunshot wounds.
Black Adam[]
After Black Adam was taken in by the Justice Society, Waller assigned a recovered Harcourt to speak with Hawkman and Doctor Fate in brining in Teth-Adam. However, Adam would escape from the prison via Fate's assistance and return to Kahndaq to stop Sabbac.
Shazam! Fury of the Gods[]
Eventually, Harcourt and John Economos were ordered by Amanda Waller to go to Philadelphia to recruit superhero Billy Batson into the Justice Society, Harcourt was also notified that Batson was immature. Arriving and parking away from Batson, Harcourt became angry when Economos continued asking about how far to get to Batson, stating that Batson was not expecting them and she did not want to scare him away, frustrating Economos who claimed that Batson was a hero and not a deer.
Harcourt then chided him that Waller would scold them if they didn't accomplish the mission, making fun of Economos's shoes. Upon arrival, Economos and Harcourt interrupted the practice with bottles of Batson's, revealing his secret identity, although Batson tried to hide his identity, they explained that they already knew who he was and his special abilities, offering to join the Justice, something Batson quickly accepted, so Harcourt welcomed him into the Justice Society.
When Batson asked if the Justice Society was different from the Justice League, Harcourt claimed that it was true, disappointing Batson who wanted to work with Wonder Woman, being fed up with immature behavior from Batson, Harcourt left having completed the mission while Economos asked her to come pick him up in the car.
