In 1991, Neumann is greeted by Troy Marshall in Munich, and agrees to join Woods' rogue team to rescue Adler and investigate the mysterious organization Pantheon. At the safehouse, Neumann hacks into the CIA's database and discovers that they have imprisoned Adler in a black site underneath D.C.'s Capitol Station. He also learns that the only way to enter the site is with Jack McKenna's retinal scan, and that the senator will appear at Bill Clinton's gala. Modifying a spy camera to retrieve the retinal scan, Neumann participates in the operation by acting as support and driver while Marshall, Case and Sev rescue Adler. Despite their success, the attack from Pantheon results in the CIA agents being declared fugitives by Langley.
At the Rook, Adler explains Pantheon's ties with Saddam Hussein, giving him a bioweapon named "Cradle" in exchange for facilities within the region. The rogue agents return from Iraq with an encrypted disc, and Neumann is tasked with encrypting while the others continue their investigation. Upon decrypting the disc, he shows the others footage revealing their handler Jane Harrow is a member of Pantheon and has Matvey Gusev improve the strain of Cradle. Despite Marshall damaging the disc upon the revelation, Neumann is able to gather information from Gusev's audio, leading the team to perform a heist at the Luttazzi's casino Fucina. Impersonating a service worker, Neumann breaks his pacificism and helps the others retrieve a file from a safe.
The file reveals that the casino is wiring money to Gusev's lab in Iraq, and the team inform Adler of the scientist's location. However, Gusev has fled to the Kuwaiti International Airport, but Adler and Case work with U.S. Central Command officer Lawrence Sims in capturing the scientist. Felix then works with the team in assaulting Pantheon at Vorkuta, piloting a helicopter as Sev sabotages the paramilitary group's defenses. Learning that Harrow is currently at the former labor camp, the team capture her and bring her to the Rook for questioning. She is injected with the separation truth serum as Felix, Marshall, Adler, Case and Dumas defend the safehouse from Pantheon.
With the arrival of a Pantheon APC, Felix sets explosives but is shot, resulting in Case saving his life before they destroy a nearby bridge. Due to his injuries, Sev stays with him as the others return to the safehouse and discover that Pantheon has retrieved Harrow. Following Case's sacrifice in stopping Harrow, CIA Deputy Director Daniel Livingstone has Marshall, Woods and Adler continue their work as rogue agents to stop Pantheon.
