Flippy Bailey, also known as The Mysterious Stranger, is a major character in the Dog Man franchise.

He is a highly intelligent fish who attempts to steal all the treasure chests he can before realizing his wrongdoings and redeeming himself. He is the adoptive father of the Baby Frogs.

He was portrayed by Crystal Sha'nae in the Dog Man Musical, by Jamie LeVerdiere in the Cat Kid Comic Club Musical, and is voiced by Ricky Gervais in the 2025 film adaptation.

Appearance[]

Flippy is a purple cyborg butterfly fish with glowing red eyes, two silver claw hands and a silver and white prosthetic body with screws on the stripes.

As a young child, Flippy was bullied by many other fish for his unnatural lip size every day. However, his mother always cheered him up, similar to that of Petey the Cat, and Flippy used his newly found confidence to go through bullies every day.

One day, the bullies became tougher and chased Flippy up to an abandoned vase, where they fleed for their lives after finding an octupus. However, they were sent upwards from a duo of sailors, who bullied Flippy again.

It's unknown what happened afterwards. However, Flippy ended up getting home in some way or was sent to Penelope's Pets or another pet shelter, where he took revenge on the world for bullying him and bullied all of the other fish around him. All in all, he was sent to Penelope's Pets one way or another.

Dog Man: Unleashed[]

Flippy was a free gift from Penelope's Pets that Dog Man gave to Chief for his birthday. He received a can of Supa Brain Dots from two other officers. Chief ate one of his Supa Brain Dots in his office after bringing Flippy and his can of snacks there. The Supa Brain Dots can fell over and the brain dots fell into Flippy's fish bowl when Chief slammed the door shut and left for lunch with the others. This caused Flippy's brain to enlarge by 11 times and gave him psychokinetic abilities. Flippy then used his telekinetic powers to disguise himself and cause havoc across town.

In order to obtain enough wealth to buy the largest castle in the city, he looted Penelope's Pets, tied up Sarah Hatoff, Zuzu, and two Penelope's Pets employees, and then took a number of small plastic treasure boxes. Thankfully, Zuzu managed to get through the cords and Sarah managed to take a photo of the Mysterious Stranger. Because the orange-and-black striped stool resembled Petey the Cat's tail and legs, she assumed he was Petey the Cat and shared the picture on her news site. When Petey learned of it, he became furious and decided to get out of Cat Jail using a Flat Petey as a distraction while he constructed the Treasure Tank 2000 in his lab to capture his alleged "impostor".

Flippy the Mysterious Stranger continued to cause trouble in the meantime. But it wasn't until he went to pay for the treasure chests he had taken from Penelope's Pets that he discovered they were actually made of plastic. The owner informed him that gold-filled wooden boxes are what treasures are made of. Just then, they both caught sight of Petey the Cat hypnotizing people with his love ray on his Treasure Tank 2000 in order to steal everyone's money. While the owner declined, the Mysterious Stranger made the decision to go and steal it. When the stranger became enraged, he utilized his mental abilities to launch the owner into the air.

Just as Flat Petey and the Mysterious Stranger (Flippy) are squabbling over the Treasure Tank 2000, Dog Man arrives with Sarah, Zuzu, and Chief. Flippy confesses his identity. He was about to steal the Treasure Tank 2000 when he noticed, too late, that Flat Petey and the Dr.Feeva under hypnosis had already escaped with it to the top of a snowy mountain while Flippy was speaking to Dog Man and the others. In a fit of wrath, the bad fish chased Petey's paper replica, and Dog Man and everyone else joined them. Flippy thaws out in his aquarium just as Flat Petey notices Dr. Boog. E Feeva no longer useful kicks him away causing his stuff to fall out of his bag. Flippy reads one of the Witch Doctor's books rapidly and learns the secret to eternal life. Flippy's soul seeks to take over Chief's body by focusing his mind and leaving his own body behind. Flippy's soul is placed in Dog Man's mouth, where it slowly disappears until it is gone. Dog Man, Zuzu, Sarah, Chief, and Boog E Feeva use Flat Petey's frozen body to sled down the mountain, leaving his empty body behind to freeze on the mountain.

Dog Man: A Tale of Two Kitties[]

Scientists rescue Flippy's frozen body from the mountain in order to examine his brain. Supa Mecha Flippy is created from his metal components after being revived with Living Spray. He creates an army of beastly structures and unleashes his wickedness on the city. With the aid of Sarah, Zuzu, and Chief, Dog Man destroys a number of the Beastly Buildings. Flippy makes a promise to Li'l Petey to throw him into a volcano in order to get rid of him when he destroys the remaining structures while in Robo-Suit Mode. Unbeknownst to Flippy, Petey assumes Li'l Petey's role as the robo-cat in an effort to save the latter. When Li'l Petey, who is no longer in Robo-Suit Mode, befriends Flippy, he turns into a kind person. Flippy then goes to fish jail for his crimes but is still happy as Li'l Petey promises to write to him.

Dog Man: Fetch 22[]

Flippy first appears at Fish Jail narrating some of his and Li'l Petey's comics to younger imprisioned fish. One of the comics details his former evil days before his redemption thanks to Li'l Petey's kindness. Then, he gets informed by the Warden that the Mayor has declared Flippy a free fish, freeing him from prison. While he goes to sign his papers, they see the news about the city's massive attack comitted by Fair Fairy, Barky McTreeface, and 22 psychokinetic tadpoles, and Dog Man and his allies trying to stop the invasion.

Later, while Dog Man, Sarah Hatoff, and Chief where trapped by the tadpoles in floating nets, Flippy arrived and freed them, offering his help. However, they were still outnumbered. However, Li'l Petey, 80-HD, and Zuzu arrived with the Supa Buddies costumes. With lots of allies now, a fight began against the invasion, however they were still defeated and captured soon, including Flippy. However, as they were being zapped by the tadpoles' powers, Molly, one of the tadpoles, has had a change of heart and moved one of Barky McTreeface's fingers to free Li'l Petey and Zuzu, and they went to Dog Man's house to find a cure for the tadpoles. Soon they came back and made a trap for the tadpoles and Fair Fairy to be defeated, ending their invasion.

In the aftermath, Flippy reunited happily with Li'l Petey and said that he will do good by raising the depowered tadpoles on their pond, before bidding farewell.

Dog Man: Grime and Punishment[]

When Munchy drinks newclear waste and breathes fire, his master, Crud, informed him to drink water from the Pond Over There, where Flippy and the tadpoles, who have all grown into Baby Frogs except for Molly, who remains looking like a tadpole presumably due to her still having her telekinetic powers, live.

There, Flippy asks his baby frogs what an adverb is, to which an orange frog, Melvin, asks to answer many times. Flippy, annoyed by Melvin, asks Molly, who doesn't give a good explanation of adverbs. Then, Melvin kept on pestering Flippy, causing him to pick on Melvin, who gives out an explanation the way it would be said in a dictionary. Then, Flippy asks if anyone can give an example of an adverb, and Melvin raises his hand again. Flippy allows Melvin to tell the others his sentence, but Melvin's sentence is cut short when Munchy comes and kidnaps Flippy, causing the baby frogs to run away.

Then, Li’l Petey, 80-HD, and Petey come to try and stop Munchy. Then, Petey gives Li’l Petey the idea to draw things that they love on the lunch bag. Then, Molly tells Munchy about the drawings, and Munchy lets go of Flippy to cover his new tattoos in embarrassment. Flippy tells the baby frogs to come out of hiding, grab a crayon, and start drawing on Munchy. Soon enough, Munchy gets too embarrased and nervous that he runs away in fear, never coming back.

Then, Crud grabs the police car where Dog Man, Chief, Sarah, and Zuzu are, and throws it away, causing Flippy and Molly to rush to the truck and save it before it crashes with their telekinetic powers. Then, 80-HD opens the back door of the truck and lets everyone inside out.

Flippy, along with the baby frogs, attend Chief and Nurse Lady's wedding at the beginning of the story.

Movie[]

Flippy appears in the film adaptation of the series, serving as the main antagonist. Sometime before the events of the movie, he was bullied by other fish and called "Fatty Fish Face". Within his adult years, he somehow ended up in a pet store (possibly Penelope's Pets because of the books’ continuity).

At an unknown point between the prologue of the film and the main story, Dog Man bought him from the pet store for Chief's birthday. He also got Supa Brain Dots for his birthday and they accidentally spilled into Flippy's tank, giving him telekinetic powers, using it to pretend to be Petey and obtain every treasure chest to become the richest fish in the world. However, he freezes on top of a mountain (these were also the events that took place in the second Dog Man book).

During the movie’s main storyline, Chief gave the frozen fish to a factory that would study him, and Dog Man was supposed to make sure nobody stole him. Then, Petey got an idea to destroy Dog Man by bringing back Flippy to him (Flippy also had new robotic improvements), so he stole Flippy, making Dog Man chase after Petey using a drone. However, Dog Man's drone was destroyed, so Petey got away with Flippy. Afterwards, Petey downloaded a thought into Flippy's brain to destroy all do gooders. At that moment, a cloning machine arrived, so Petey cloned himself, making Li'l Petey, so when Petey tried to follow the procedure to make Flippy come to life, Li'l Petey pressed a button to make Flippy go down the wrong pipe, trapping him in the Living Spray Factory.

Later, scientists at the factory discovered Flippy in the building, and after throwing Flippy away, one of his new robotic claws went into a pipe, causing Living Spray to leak out and bring him back to life. The whole building soon came to life afterwards, so he now has a Beasty Building and a task of destroying all do gooders.

He finds Petey, Dog Man, and Li'l Petey when Dog Man is trying to arrest petey. There, Flippy kidnaps Li'l Petey for his pure heart, causing Petey and Dog Man to work together. Petey creates the Mecha Mail Man 2000, which puts up a fight with Flippy's Beasty Building. During the fight, Li'l Petey is freed, more Beasty Buildings come to life, and the Mecha Mail Man 2000 is destroyed. Then, Li'l Petey uses 80-HD to destroy all the Beasty Buildings (except one shown at the end of the movie).

Flippy angrily goes after Li'l Petey and uses his telekinesis to throw him away. There, Petey replaces Li'l Petey to save the latter, and as everyone else leaves, Flippy almost drops Petey into a volcano, until Li'l Petey shows Flippy a comic. Flippy loves the comic and finds out his powers were getting weaker, releasing Petey from the volcano. Flippy is soon arrested by Chief afterwards, which makes Sarah Hatoff fall even further in love with him. Filppy is soon presumably taken to Fish Jail.

Trivia[]

  • He is a butterfly fish.
  • Although his brain grew 11 times bigger after his Supa Brain Dots overdose, he thought the plastic treasure chests at Penelope's Pets were real, implying the Brain Dots don't come into effect fully right after eating one.
  • It is unknown how Flippy's GR-2 induced anger didn't cause the Supa Brain Dots to be recalled.
