Detective Senior Constable Francis James "Frank" Holloway is one of the four main protagonists (alongside Rachel "Goldie" Goldstein, Jack Christey and Alex St. Clare) of Water Rats. He served as the main male protagonist from season one to season four.

He was portrayed by Colin Friels, who also portrayed Louis Strack Jr. in Darkman.

Early History/Biography[]

Frank was born on June 25, 1952 to a working class family in Sydney. His father worked as a Wharfie throughout his life, and would at times be rough towards Frank and his two younger brothers Jimmy and Kevin, occasionally beating all three of them up. He later attended a parish school near St. Patrick's Catholic Church, where he met his childhood sweetheart Doreen McGuiness. After finishing high school, Frank was expected by his family mainly his dad and Jimmy, to join them in working down the Wharfs. However, he earned their scorn when Frank "crossed over" to become a police officer, with Jimmy being the most angry towards him that breaks off contact with Frank, only ever communicating to him through Jimmy's union representive.

Soon after joining the New South Wales Police Force, Frank and Doreen got married and moved away from Sydney so that Frank would be begin his career as a police officer working as a Constable at a police station somewhere in rural New South Wales. However, their marriage didn't last long, as Doreen began to feel lonely due to being away from her family, as well as Frank becoming more intergrated into police culture. Despite breaking up with one another, Frank and Doreen remained on good terms and remained in contact.

Eventually, Frank would return to Sydney as a Detective after being transferred to the NSW Police 21 Division at the Old Hat Factory in Surry Hills, where he would later meet a Probationary Constable named Liz Robinson, who was also studying law at the time. They eventually begin dating some time after he joined the Homicide unit and later get married, while Liz would later become a lawyer after she graduated from law school with the help of Frank. However, after some time together, Liz begins having an affair behind Frank's back with a chef named Lloyd Menzies, and soon decides to leave Frank while he is away investigating a serial killer case. Frank was unaware that Liz left him until three days later, when he returned home to discover a note from Liz in the bedroom that simply said "Over!". Liz would later marry Lloyd after her divorce with Frank was finalized. Despite their breakup, Frank never bore any animosity towards Liz for leaving him.

At some time during his early days as a cop, Frank became acquainted with fellow officers John "Knocker" Harrison and Clarke Webb, both of whom Frank would from close friendships with. While partnered up with Knocker, Frank had set up a stakeout outside the home of notorious criminal Marty Miller, on the suspicion that Miller was setting up a heroin deal. After a few hours of waiting, Frank decides to take a leak in the backyard, but he winds up getting himself shot by Miller. Frank would recover from the gunshot wound, but Miller gets away with it due to a lack of evidence. To make matters worse, the stakeout set up by Frank and Knocker turns up with nothing. This would lead to Frank and Miller developing an intense ongoing animosity towards one another, while Frank would also feel somewhat embarrassed about the way he allowed himself to get shot by Miller.

Frank's youngest brother Kevin later follows in his footsteps and joins the NSW Police, this causes the animosity of their Warfie brother Jimmy to be carried over from Frank to Kevin, breaking off contact with Kevin as well. Several years later, Frank receives a tip-off about drugs being taken off the Wharf, leading to him setting up surveillance to find the culprit. Much to his horror, it appeared that Jimmy was the suspect in question, leading to Frank having him arrested. Jimmy was later convicted and sent to prison, intensifying his hatred towards Frank.

At one point, Frank climbed up the ranks to earn the rank of Detective Sergeant. However, he was demoted back to Detective Senior Constable after one too many of his indiscretions, and was transferred to the Sydney Water Police, under the command of his friend Clarke Webb. Some time later, Frank is partnered up with a new young detective named Rachel Goldstein, whom he is able to work effectively with, despite some initial personality conflicts between them, mostly attributed to Frank.

  • During season three, Frank's on-screen appearances became limited to a few episodes at a time, as his actor Colin Friels was undergoing treatment at the time for pancreatic cancer (which has since gone into remission). As a result, a new character, Jack Christey (portrayed by Steve Bisley) was introduced as Frank's temporary replacement.
    • Following Frank's departure early in season four, Jack Christey was re-introduced as the new main male protagonist.
  • For his role as Frank, Colin Friels won the Silver Logie for Most Outstanding Actor at the 1997 TV Week Logie Awards. He was also nominated for the same award at the 2000 TV Week Logie Awards.
  • Prior to his role as Frank in Water Rats, Colin Friels previously co-starred alongside Catherine McClements (who portrays Frank's partner Rachel Goldstein) in the 1990 romantic comedy film Weekend with Kate, which he portrayed Richard Muir, the husband of McClements's character Kate Muir.
