Fugaku Uchiha is a major character in the Naruto franchise. He is the father of Sasuke and Itachi Uchiha, the former head of the Uchiha Clan, and the former head of the Konoha Military Police Force. While he reluctantly agreed to the Uchiha coup d'état, he had more loyalty to Konoha than his clan, and took it as his best interest to prevent any unnecessary bloodshed.
He was voiced by Dai Matsumoto in Japanese for his appearance in Episode 84, and by Wally Wingert in the English dub of the same episode. He was then voiced by Kenji Hamada in Japanese, and by Doug Stone in English for all of his appearances after that.
Personality[]
Fugaku was a very selfless and honorable man, struggling with the violence and scapegoating of the Uchiha Clan. Unlike his clansmen, he wanted the best for everyone, and was extremely reluctant to resort to a coup d'état. But as he reluctantly went along with it, he became responsible for the downfall of the Uchiha Clan, as well as Itachi's turn to villainy. In his final moments, Fugaku showed remorse for the path he caused Itachi to walk down, and allowed Itachi to kill him, but made him promise that he would keep Sasuke safe, which Itachi would barely succeed at doing and would've failed at if not for Naruto.
As the head of the Konoha Military Police Force and a ninja who was compared with Minato Namikaze in strength, Fugaku was the most respected member of the Uchiha Clan, and it was because of his guidance that the Uchiha Clan were granted hospitality in the Hidden Leaf Village. He was very dutiful, as proven by his reputation and his status as the leader of the Police Force. He was for the most part, a morally upstanding ninja who did not want innocent villagers being killed, as shown when he told his clan to stop harassing Kakashi Hatake for having the Sharingan of Obito, and he also hid the fact that he had a Mangekyō Sharingan out of fear that his clan would begin to seek power through immoral means, a prediction which posthumously came true with his son Sasuke trying to kill Naruto.

Overall, Fugaku was a very wise and benevolent man, but as a parent, he was slightly misguided. His son Sasuke described him as an unloving father, though this is not who Fugaku really was. According to his wife, Fugaku often talked about Sasuke when the two of them were alone, and he was merely preoccupied with running his clan, which led him to be an overbearing father to Itachi. Fugaku was fascinated at how prodigious Itachi was and ended up paying far more attention to him than Sasuke. His later falling out with Itachi eventually led to him focusing more on Sasuke, whom he also praised for his abilities, but Fugaku was a very serious man who did not make his love for his son apparent, and this led to Sasuke craving his attention.
Fugaku was a very serious man and was rarely seen smiling. However, his conviction to his duties earned him the faith of his clan, and he had many supporters when the Third Hokage announced he was going to retire.

Background[]
Fugaku participated in the Third Shinobi World War, during which he at one point took Itachi to the battlefield in an effort to not shelter Itachi and show him the reality of the world they live in. In the anime, an unseen friend of Fugaku's died protecting him, and the grief caused him to awaken the Mangekyō Sharingan. Although he allegedly became feared as Wicked Eye Fugaku due to his insuperable Sharingan that gave him a huge advantage over his foes, Fugaku hated war, a fact caused influenced his initial reluctance to overthrow Konoha.
Downfall of the Uchiha Clan[]
When the war ended, his skill in battle led to him becoming a candidate for becoming Fourth Hokage. However, he was tossed aside for Minato Namikaze instead, a fact which he did not feel slighted by, revering Minato as an incredible shinobi. A few months later, during the Nine-Tailed Fox's attack, Fugaku mobilized the Military Police Force to lend aid to Minato, but then received instructions from Danzō Shimura to patrol the borders instead. This gave bad publicity to the Uchiha Clan, who were accused of causing the incident for seemingly throwing while the village was under attack. The Konoha Council was convinced that the Uchiha Clan caused the attack due to their dissatisfaction with the village, and they were relocated and became highly scrutinized, which several clan members found unfair due to their loyal service to the Hidden Leaf Village.
Fugaku eventually joined the bandwagon of dissenting Uchiha, and began planning a coup to overthrow the Third Hokage and his administration. He placed his not-so-loyal son Itachi in the Anbu Black Ops to act as an Uchiha spy, but Itachi strongly disagreed with the coup d'état, and would serve as a double agent to Konoha against his father's wishes. Eventually, when confronted about his beliefs, Itachi revealed he had lost hope in the clan, and betrayed them. After Shisui was robbed of his opportunity to use Kotoamatsukami to convince Fugaku to change his mind by Danzō Shimura, who attacked him and stole his Sharingan to keep him from doing so, Itachi was called by Fugaku to have a discussion about the stone tablet within the Nakia Shrine written by Hagoromo Ōtsutsuki, which revealed the power of the Mangekyō Sharingan to create a better world for all. He urged Itachi to use his Mangekyō Sharingan to restrain the higher ups with genjutsu and create a bloodless revolution, but he could not convince the wayward Itachi, who reported what Fugaku said to him to the Konoha Council. After much deliberation, Danzō Shimura got his way when he convinced Itachi to massacre the clan, appealing to his beliefs that an Uchiha coup would cause a civil war.

During the Uchiha Clan Downfall, Fugaku quickly realized that Itachi was the killer, but rather than confront Itachi, Fugaku and his wife Mikoto stayed in their house, waiting for Itachi to come home one last time. Fugaku showed no resentment towards Itachi, still seeing him as a good person, and told Itachi that he respected his decision and was proud of the boy he raised, and made him promise that he would take care of Sasuke.

Fugaku was trusted as the head of the Uchiha Clan due to his skill and charisma, and his enemies during the Third Great Ninja War called him Wicked Eye Fugaku because nobody wanted to fight him in battle. Possessing the Mangekyō Sharingan, high conditioning, and strong chakra, Fugaku was a very powerful protector of Konoha and a dreaded opponent, so much so that Itachi believed that he would be by far the most troublesome Uchiha to kill.

The dōjutsu of Fugaku Uchiha was the Sharingan, one of the Three Great Dōjutsu possessed by most members of the Uchiha Clan. This granted him the ability to see chakra, predict movements, and manipulate his opponents with genjutsu which affect perception of reality. He was skilled enough to use this ability to make Itachi relive the past when he talked to him about the stone tablet.
Mangekyō Sharingan[]
Fugaku attained a more powerful version of the Sharingan called the Mangekyō Sharingan after a comrade died protecting him in battle during the Third Great Ninja War, greatly increasing the power of his genjutsu according to him. His power with the Mangekyō Sharingan is unexplored, as he only uses it onscreen once to put Itachi in a harmless genjutsu. It is unknown if Fugaku was able to perform Amaterasu, as both of his sons were able to do so.

Like many Uchiha, Fugaku had an affinity for Fire Release, which allowed him to use the clan's signature Great Fireball Technique, which he was a master of. Fugaku was shown to be able to create it to a massive size. His mastery allowed him to teach the jutsu to both of his sons. In the anime, he also proved capable of performing the Shadow Clone Technique at a basic level.

Fugaku is assumed to be skillful in combat, but he is never seen fighting. It is likely that he uses kunai, shurikens, agility, and his Sharingan to defeat his opponents in close-quarters combat, but he is presumably skilled in hand-to-hand combat as well, being a jōnin, a war hero, and the leader of a police force. He is confirmed to be skilled at using shurikens, as Sasuke compared Itachi favorably to him.
