General Kenneth Rogard is the military leader, and an antihero of The Iron Giant.
He is Kent Mansley's boss and despises him for his paranoia, and even blames him for "blowing millions of Uncle Sam's dollars out of his butt." In spite of this, he leads the attack on the Giant, but only after Mansley manipulates him. He reforms when Mansley launches the missile into the empty sky. After a heated struggle, Mansley tries to drive away, but the Giant crashes him, allowing Rogard to have his soldiers arrest Mansley. He acknowledges the Giant's sacrifice and tells the army "let's go home." Near the end of the film Hogarth receives a package of a small bolt from the General, the only piece of the Giant ever found.
He is commonly mistaken as the main antagonist. However, Kent Mansley is the main antagonist since Rogard only makes a few appearances throughout the movie.
He is voiced by the late John Mahoney.
Jack Nicholson, Josh Brolin, the late Kirk Douglas and the late R. Lee Ermey were all considered for the role of General Rogard before the late John Mahoney was cast.
