Helmeppo is a major character in the One Piece franchise. He is one of the only notable good-willed and noble marines in the series. He first appeared early in the series as a spoiled cowardly son of Axe-Hand Morgan, but eventually he redeemed himself and trained under Monkey D. Garp to become a marine capable of earning his old rich life. He became a member of SWORD (the Marines' special black ops unit of semi-resigned Marines who spy against the Four Emperors without permission from the World Government or the Marines HQ).

Past[]
Helmeppo was introduced as the bratty spoiled son of Captain Morgan and was responsible for the near execution of Zoro. However, his father was defeated by Monkey D. Luffy and the city was liberated from Morgan and Helmeppo was forced to join the Marines along with Koby. He later appeared again saying that when they meet again both him and Luffy will be enemies, despite this he still keeps his morals intact and still considers Luffy a friend.
Dairy of Koby-Meppo[]
Helmeppo bore witness to the apprehension of Morgan, shocked to see his disgraced father. However, events occurred that led Morgan to escape and Helmeppo swearing to arrest himself. Soon Garp saw potential in chore boys Helmeppo and Koby, voicing that he'd take them to HQ and trained them himself. At first, Helmeppo was reluctant to train but he soon made a goal of regaining his rich life. Despite them being subjected to grueling punishment, Garp succeeded in molding them into being stronger. Soon Garp became close to them to reveal his relation to Luffy.

Helmeppo and Koby were fitter and continuing with training, while passing a dancing Jango and Fullbody.
Water 7 Saga[]
Post-Enies Lobby Arc[]
Garp's crew arrived at Water 7, where Helmeppo and Koby stood behind their superior. He engaged Zoro in battle while Koby fought Luffy but both were defeated. After Luffy and Zoro recognized Koby, Helmeppo noted on them ignoring him before reminding Zoro how he almost had him executed before revealing he was Morgan's idiotic spoiled son, causing the two to recall in a bored tone. He was annoyed by this, as Koby comforted him.
Later on, Helmeppo was shocked to hear Revolutionary Dragon, the world's most infamous criminal was Luffy's father. Helmeppo then noted to all that means Dragon was Garp's son by this extension, calling the Monkey family crazy. Despite this, he and Koby had a good conversation with Luffy over the training. He soon laughed when Luffy informed him of how Koby ended up working for Alvida because of a minor mistake.
Marineford War Arc[]
Helmeppo was among the hundreds of thousands of Marines summoned to defend Marineford when Whitebeard, his crew, and their allies arrived to safe Portgas D. Ace from his public execution. He was notably shocked by Fleet Admiral Sengoku reveal Ace was the son of Roger, meaning he and Luffy have different fathers. During the battle, he watched in horror when Admiral Akainu executed a Marine for wanting to run away out of concern for his family, thereby demonstrating Akainu's corrupt sense of "Absolute Justice" in which no mercy should be shown to anyone he believes could be associated with piracy and he will not tolerate cowardice or retreat from his own men.
He then hid, while watching Luffy's group of escaped prisoners arrive. He was shocked when Sengoku revealed Ace was the adoptive brother of Luffy and reveal the latter's relationship to Dragon.
After Akainu kills Ace personally when Ace protected Luffy from a Magma Fist strike aimed intentionally at Luffy, he was horrified and told Koby that Akainu chasing Luffy is disaster as he won't allow an escaping target. Helmeppo was speechless when Blackbeard arrived with a strengthen crew and killed Whitebeard before he stole his devil fruit powers while proclaiming his era. A protesting Helmeppo tried to talk Koby on the situation of how the war was supposed to end but the latter is too lost.
After more fighting went on, Helmeppo cried out to Koby when he shouted for the fighting to stop. This succeeded as all parties stop to look at him in silence, Koby argued as to why the Marines are still fighting when Ace and Whitebeard are now both dead and the Marines have already won. He pleads for them to stop and save the wounded, declaring that if it continues then they are all fools. While many of his fellow Marines, including Fleet Admiral Sengoku and Vice Admiral Garp, see the truth to his words, Akainu does not, and prepares to execute Koby for his insolence. Helmeppo broke down at the sight of Koby about to be struck. Fortunately, Akainu's strike to be blocked by Shanks, saving Koby's life. After Koby collapses, Shanks approves of his feat and forces Akainu to stand down when he threatens to have his Red-Haired Pirates fight the Marines and Blackbeard's forces if they do not call a truce and ceasefire immediately, and Sengoku acquiesces to Shanks' ultimatum, ordering all his forces under his command as Fleet Admiral, including Akainu, to stand down and collect their dead and wounded.
Post War Arc[]
Helmeppo was present when Koby recovered in the hospital. He watched as the doctor told them that Koby's Haki was awakening, explaining that Marines ranked Vice-Admirals were capable of using it. Helmeppo wondered if he was capable and annoyed by the doctor ignoring him.
Timeskip[]
Following this, Helmeppo remained in the Marines, and during the time skip, advances through the ranks of the Marines to become a Lieutenant Commander, allowing him to wear the cape-like coat and new hat. Over the timeskip, he was able to mastered the basic Haki.
Egghead Arc[]
Helmeppo begs his fellow SWORD members to help rescue Koby. However, one of them (Prince Grus) recalled that Hachinosu is Blackbeard's territory. Rescuing Koby is suicidal and not an option. Because they are powerless against Blackbeard, they'll immediately die if they would try invade at Hachinosu. This was until Garp shows up ordering Helmepoo and SWORD to get aboard on his ship to rescue Koby.
