High Rise is a agent of the Railroad and in charge of Ticonderoga safe house.
He was voiced by Avery Kidd Waddell, who also voiced Marcus Reed in True Crime: New York City.

Background[]
High Rise grew up with a troubled past but a some point joined up with the Railroad. High Rise ran opts for the Railroad and become the caretaker for the railroad safe house named Ticonderoga for synths and fellow Railroad agents. Sadly, he will be killed during the quest Operation Ticonderoga, eliminated by institute coursers.

Boston After Dark[]
After Old Man Stockton lights his signal, High Rise will go to the meet up to retrieve H2-22 to take him to his safe house. High Rise with the help of the Sole Survivor fought their way to the safe house and once they reach the safe house, High Rise will get H2 set up in the building, staying behind to thank the sole survivor and tells them that they're welcome at the safe house anytime before leaving.
Operation Ticonderoga[]
High Rise's safe house has gone dark and the Sole survivor is sent to investigate. They learn that the base was raided by institute coursers and High Rise was killed in the raid.
