Howard Powell was one of the 3 main playable heroes in the second entry of Commando series titled Mercs (also known in Japan as Senjo no Okami II or literally Wolf of the Battlefield II). He was formerly a leader of a counter-terrorist task force that fed up with military regulations on exercises of his unit, until he leaves the military and founds an elite para-military team of mercenaries called M.E.R.C.S. As Howard's role in becoming a team leader, he has secretly called by the American government when a nameless president went to the diplomacy. Then he operationally asked to put his elite forces such as Super Joe in the fictional African country of Zutula and save the former US president. Based on his appearance of the game, he always wear red military camouflage pants and gears of a soldier.
