Kaina Tsutsumi, also known as Lady Nagant, is a minor character and former antagonist in the manga series My Hero Academia and its 2016 anime television series adaptation of the same name.
Lady Nagant was a Pro Hero who worked as an assassin for the Hero Public Safety Commission until the guilt of her work drove her into a murderous rampage that ended in her being incarcerated in Tartarus. After a battle with the trainee Hero Deku, Nagant recognized the error of her ways and vowed to assist the boy in his war against All For One.
After All For One's demise, Lady Nagant chose to remain in prison in hope that society would change.
She is voiced by Atsumi Tanezaki in Japanese and by Erica Lindbeck in English. Tanezaki has also voiced Anya Forger in Spy x Family. Lindbeck has also voiced Akiko Yosano and Naomi Tanizaki from Bungou Stray Dogs Cheelai in Dragon Ball, Mordred Pendragon in Fate, and Kaori Miyazono in Your Lie in April.

Pro Hero Lady Nagant[]
Kaina Tsutsumi was a Japanese girl born on October 10 who, like many children across the world, dreamt of becoming a Pro Hero when she grew up. Her Quirk, called "Rifle," allowed her to protrude a powerful rifle out of her right elbow. The director of the Hero Public Safety Commission, the law enforcement agency responsible for managing Pro Heroes across Japan, grew interested in Tsutsumi's Quirk and her approached her while she was in middle school. The starry-eyed Tsutsumi agreed to work directly under the Public Safety Commission, and received extensive training in sharp-shooting and martial arts that turned her into a lethal fighter.
Tsutsumi eventually debuted under the Hero name "Lady Nagant," earning herself fame and a reputation as Japan's most formidable long-ranged specialist. She was among many Heroes who sought to apprehend All For One, a powerful Villain who ruled the criminal world. Pro Heroes such as Snipe envied and admired Nagant's skill and power, and the public adored her. However, in addition to her basic assignments as a Pro Hero, Nagant was also sent on classified missions by the Public Safety Commission. Her work for the Safety Commission mostly consisted of assassinations, with her targets ranging from plotting Villains to corrupt Pro Heroes.
The Public Safety director justified Nagant's killings by assuring her they were for the betterment of society. Although Nagant initially carried out her grim assignments believing she was doing the right thing, she slowly began to doubt herself as her kill count racked up without any noticeable changes to society happening. The guilt of her actions began to consume her to the point that she once hallucinated blood on her hand when she tried to shake the hands of a group of children. One day, the culmination of her disillusionment and guilt came to a head while the Public Safety director was giving her an assignment.
The director wanted Nagant to assassinate a pair of corrupt Pro Heroes who were taking advantage of the system for their own benefit. Nagant voiced her misgivings about the operation, asking the director if killing them clandestinely would actually improve hero society or whether it would simply help brainwash the general public by presenting them with a false image of hero society's infallibility. The director responded to her questions with a veiled threat, which proved to be the final straw for Nagant. She killed the director on the spot and was subsequently incarcerated in the maximum security prison Tartarus under the orders of his successor.
Escape From Tartarus[]
Years later, at which point Tsutsumi was in her late thirties, a mass prison break occurred when Tomura Shigaraki, the former protégé of All For One, launched an attack on Tartarus and caused a blackout. Tsutsumi and the other incarcerates fled their cells. By that point, Japanese Hero society was on the brink of collapse due to numerous controversies and the retirement of Japan's number one Pro Hero, All Might. Many citizens were siding with Villains in their bid for societal change, and the reach of All For One and what he represented had never been wider thanks to the efforts of Shigaraki and his League of Villains.
As she ran through the facility, Nagant found a single cell that had been left unopened and decided to free the inhabitant. The incarcerated prisoner was Kai Chisaki, a former Yakuza boss who was unable to open his cell because he had no arms. Pitying Chisaki, Nagant decided to help him flee Tartarus. As Tsutsumi and Chisaki made their way outside, they were confronted by All For One himself who wanted to hire Lady Nagant for a job. He wanted her to capture Izuku Midoriya, a student at the Hero training school U.A. High School who possessed the powerful Quirk "One For All," which had previously belonged to All Might.
Nagant was initially apprehensive, but was swayed by All For One when he told her that Midoriya's capture was vital to the downfall of Hero society. He informed her that Midoriya would likely be shadowed by several high-ranking Pro Heroes due to his importance as All Might's successor, and so she would have to separate him from the others before bringing him in. To aid her in her mission, All For One used his power-transferal Quirk to give her an additional Quirk, "Air Walk," which allowed her to walk on air. He instructed Nagant to deliver Midoriya to him in a clandestine mansion located in Haibori Woods within two months.

- Rifle: Lady Nagant's Quirk was highly formidable and lethal in ambushes. Called "Rifle," it allowed her to protrude an organic rifle out of her right elbow that had a maximum range of three kilometers. She could also protrude retractable sinewy bipods and scopes to aid in stability and accuracy respectively. Nagant was able to increase the speed/power output of her shots by bulging out her rifle at the cost of an increased risk of her gun jamming. Lady Nagant manufactured her own bullets by tearing out her hair and shaping it as though it were epoxy putty into the form of a bullet with her fingers. She could create numerous different types of bullets, including bullets that could curve, hollow point bullets, and bullets with built in radio communication devices. She loaded her bullets via a hole in the palm of her right hand. The shots fired by Rifle were incredibly powerful, capable of penetrating superhumanly durable individuals such as Deku and Tomura Shigaraki.
- Air Walk: In addition to Rifle, Lady Nagant was granted a second Quirk by the Villain All For One as a down payment for her apprehension of Deku. Called "Air Walk," her second Quirk allowed her to levitate and move around in mid air as though she were walking on the air itself. Air Walk was incredibly affective when combined with Rifle, as it bestowed Lady Nagant with far greater manoeuvrability and more potential vantage points. However, All For One also implanted a third Quirk in Tsutsumi when he granted her Air Walk. The third Quirk caused her body to involuntarily detonate whenever All For One wanted.
- Unnamed Self-Destruct Quirk: All For One secretly gave her a Self-Destruct Quirk in which if she fails her mission in capturing Izuku Midoryia, in which he was able to detonate her entire from afar, leaving her completely injured.
Abilities[]
- Unparalleled Marksmanship: What made Lady Nagant so dangerous was not only her Quirk, but also how skilful she was at using it. She received extensive combat training from the Safety Commission for years, which honed her into a marksman without equal. She was an expert at hitting enemies by predicting their path of movement, and could hit even the smallest of moving targets with pinpoint accuracy. Snipe, a Pro Hero with a Quirk which allowed his bullets to home in on his targets, commented that Nagant was essentially able to replicate the properties of his Quirk with pure skill alone. Nagant's Quirk and skill earned her a terrifying reputation, with even Hawks, the number two Pro Hero in Japan, being fearful of her.

- Tsutsumi had a cameo appearance in chapter one hundred and eleven of the My Hero Academia spin-off prequel manga series My Hero Academia: Vigilantes. In the chapter, she was among many Pro Heroes whose deeds were digitally watched by Number 6, an experimental being who wished to be a Hero one day.
