Leon McAffrey: This is business - a partnership - equals. I keep the law off your back - the feds, Rico - and you keep me in the shit that I like.

Toni Cipriani: Well how do I know I ain't about to be shaken down by every dirty cop from here to Vice City?
Leon McAffrey: I'm gonna help you take over this town. In return I want some cash and a few favors. Now c'mon, Toni, take a drive with me... we're gonna meet your old friends, the Sindaccos.

~ Leon McAffrey assigns Toni Cipriani the task of eliminating the Sindaccos.

He was portrayed by Ron Orbach in Liberty City Stories.

Biography[]

Background[]

Leon McAffrey would make a deal with Ned Burner in exchange for his promotion in the Liberty City Police Department.

Grand Theft Auto: Liberty City Stories (1998 event)[]

Leon McAffrey, a Liberty City Police Department officer, became heavily involved in criminal activities by 1998, as depicted in GTA: Liberty City Stories. Though corrupt, McAffrey played a crucial role in maintaining a precarious balance between law enforcement and organized crime. Working closely with figures like Toni Cipriani of the Leone Crime Family, McAffrey's insider knowledge was invaluable in thwarting rival gangs and preserving Leone's influence in the city. Despite his corruption, he occasionally carried out police work that aligned with his self-interest, such as taking down competitors (like the Sindaccos and Forellis) of the Leones, which inadvertently contributed to maintaining order in certain areas.

Grand Theft Auto III (2001 event)[]

By the events of GTA III in 2001, Leon's greed and self-serving nature had fully consumed him. His partnership with Ray Machowski, another corrupt cop, began to fray, leading to mistrust and betrayal. Leon's once-useful alliances started crumbling as his double-dealings came to light. Ultimately, his past caught up with him when Claude, the protagonist of GTA III, was hired to silence him. Despite any past acts that might have had heroic outcomes, McAffrey's deep-rooted corruption and betrayal defined his legacy, ending in his demise.

Trivia[]

  • In Grand Theft Auto: Liberty City Stories, his missions are marked with an 'R' on the map, most likely indicating that Ray Machowski was supposed to give the player missions. However, unused radar blips in the game files shows that McAffrey's missions were supposed to be marked with a 'Mc' on the map.
