Makoto Fukami, born Rio, is an artificial lifeform created by Danton and the deuteragonist of Kamen Rider Ghost. He is the childhood friend of Takeru Tenkuji who uses a Ghost Driver to become Kamen Rider Specter. He starts off antagonistic towards Takeru, but later joins him in protecting the world from the Gamma.
He is portrayed by Ryosuke Yamamoto.
Biography[]
Past[]
Makoto Fukami was a childhood friend of Takeru Tenkuji. He and his sister Kanon often hung out with him at Daitenku Temple. One day however, the two were used as test subjects by Chikara Saionji, a former research partner of Takeru's father Ryu, and were sucked into the monolith because of him, winding up inside the World of Gamma. There, they were taken and raised in by Alia, princess of the Gamma. Makoto would also meet Alia's younger brother Alain and become friends with him after Alain became impressed by his combat skills. Makoto would later be given a Ghost Driver by Edith, the magistrate of the Gamma.
Hunting for the Eyecons[]
After spending 8 years in the Gamma World however, Kanon would succumb to the Gamma World's atmosphere and lost her human body while having her soul preserved in an Eyecon. Around this time, Makoto learned of the Great Eye and began looking to gather the 15 luminary Eyecons to summon it so he could use it to wish for Kanon to be revived. As part of this, Makoto had his body placed in a stasis pod so he could an Eyecon to manifest like a Gamma, making it so he wouldn't have to worry about dying if he was ever defeated in battle.
At the same time, Takeru Tenkuji was hunting for the 15 Eyecons so he could use them to wish for himself to be revived, having been killed by the Katana Gamma and revived with a half-life by Sennin, leaving him with only 99 days to revive himself. Upon discovering that Takeru was also searching for the Eyecons, Makoto clashed with him several times, attempting to steal his Eyecons so he could bring forth the Great Eye first. However, after Takeru learned of Makoto's motive for wanting the Eyecons, when the Great Eye was brought forth by Saionji's actions, Takeru chose to wish for Kanon to be revived instead of himself. After Takeru returned to Earth with Kanon, Makoto apologized to Takeru and thanked him for bringing her back. He would go on to assist Takeru in his battle against the Gamma and do whatever he could to help Takeru reclaim all the Eyecons so he could wish for himself to be revived.
Becoming Necrom Specter[]
After Alain became Kamen Rider Necrom, he went to confront Makoto. Believing that his former friend had been corrupted by his stay in the human world, Alain used Necrom to possess Makoto while he was Kamen Rider Specter, turning him into "Kamen Rider Necrom Specter", a loyal puppet under Alain's control. Alain used Necrom Specter to attack Takeru and his friends, bragging that Alain was now the perfect friend and was completely loyal to him. However, Takeru and Kanon were able to force the Specter Eyecon out of Makoto's Ghost Driver, undoing his transformation and freeing him from Alain's control.

- The light blue pulse lines running down on Specter's outfit represents a heart rate monitor, as with Ghost having straight orange lines representing a heart rate monitor flatling, indicating he's dead while Specter's has his bliping, indicating that he's alive.
