Manuel is a minor supporting character in the 2013 video game Grand Theft Auto V. He is a proud Mexican-American who was wrongly accused by Joe and Josef of being an illegal immigrant.
Furious about being wrongfully arrested, Manuel meets with Trevor Philips in Paleto Bay and tells Trevor to find and kill Joe and Josef.
He was voiced by Jay Santiago.

Background[]
While little is known about Manuel's background of his personal life, he tells Trevor that his family has lived in America for over 200 years, and that he's arguably more American than Trevor is (since Trevor was a native-born Canadian).
Conflict with the Civil Border Patrol[]
"An American Welcome"[]
Trevor joins Joe and Josef at their Park Ranger near the Alamo Sea, where they plan to catch people they think are illegal immigrants. They ask Trevor for help, and he agrees.
In the truck, they spot their first target, Manuel. They either push him out of his Blazer or get close for Joe to stun him. Manuel insists he's a legal US resident and shows his papers, but Joe and Josef don't believe him and toss his papers away.
At the cement factory, two more targets appear. Trevor captures them before they can run off. Joe and Josef then take all three captives and drive away, leaving Trevor behind.
"Minute Man Blues"[]
In Paleto Bay, Trevor encounters Manuel, whom he previously helped the Civil Border Patrol capture. Manuel scolds Trevor for aiding them, claiming his family's 200-year history in America gives them more rights. Despite Trevor's anger and threat, Manuel stands his ground. He informs Trevor of the Civil Border Patrol harassing immigrant workers nearby and demands Trevor intervene without expecting payment.
Trevor heads to the farm Manuel mentioned and finds Josef threatening workers with a shotgun. Trevor must act swiftly to prevent harm; if he delays, Josef may kill one of the workers causing a mission failure. After dealing with Josef, Trevor confronts Joe, who tries to flee. Once Joe is killed, Trevor declares the Civil Border Patrol disbanded.
Personality[]
Despite facing a potentially life-threatening situation with Trevor, he refuses to back down or show fear. He stands his ground firmly, asserting his rights and beliefs without hesitation. His courage and defiance in the face of danger show he is a proud and determined individual, unafraid to confront even the most intimidating adversaries. This resilience and self-assuredness contribute to his portrayal as someone who commands respect and refuses to be intimidated by others, even a maniac like Trevor Phillips.
