A content moderator is someone who tidies up for the wiki site - cleaning up spam categories, deleting misinformation, saving articles set for deletion due to substandard writing by re-writing them etc.
Think of them as junior admins, where Admins make policies and do work, Content Moderators do work and help enforce policy but do not necessarily make it. Content Mod either tends to be a trial period for people looking to become admins, or people offered admin status who simply don't have the time to run the site and just want to help clean up a bit, to the extent the Admin team still give them notoriety for it. A few Admins are also Content Mods, to show how active they are, or because they rose from that station and still wear it as a reminder of their core purpose.
