The category is for characters who are a part of marine life not those who control water. The Dirty Bubble and Davy Jones are part of marine life but do not control water. Plus, the category for characters who control water is Aquakinetics which is already being merged with Elementals.
Not a good idea. People have already gone against merging Destroyers and Destroyer of Innocence on Villains Wiki. Here's a quote from Meseket:
I vote no on that one, categories are supposed to be about a quick form of convenience for users to find and relate articles, and generally speaking people don't associate the destruction of property and the destruction of spirit as being on the same level. To quote Freewaterfall Senior,

The whole joke is play on words for how you can't actually destroy spirit/morals/innocence in the same way you could say a painting or building. I really don't think associating the likes of Godzilla and Professor Hojo together in as being on par with each-other's acts of destruction is being fair to either. Those sorts of play on words may work for Obi-Wan Kenobi, but when we use them I think we should leave as little ambiguity to what is going on as possible.
