Michael Dugan is the supporting character of Command & Conquer: Red Alert 2. He was the President of the United States.

Story[]

Command & Conquer: Red Alert 2[]

After getting elected in the Third World War, he put a puppet premier in control of Russia, the choice being Alexander Romanov, a descendant of the last Tsar of Russia, Nicholas II, under the Russian Empire, who immediately attempts to make the Soviet Union into a more friendlier nation with forming the World Socialist Alliance and dealing with problems in Mexico so the USA would not have to handle it. However, one day, while in the Oval Office, he receives a call from General Ben Carville at the Pentagon, headquarters for the United States Department of Defense (DOD), who reports that NORAD (North American Aerospace Defense Command) has spotted Soviet aircraft and naval forces approaching the Western and Eastern Seaboards and Soviet ground troops approaching through Mexico, now under a Communist government as part of the WSA. Concerned, Dugan has Carville double-check with NORAD while he uses the White House-Kremlin/Washington-Moscow hotline to contact Romanov.

Romanov initially sounds friendly to getting called by the U.S. President, but when Dugan insults him by calling him a maniac and reminding him that it was Dugan who put him in office and they're supposed to be allies, Romanov immediately gets angry and reminds Dugan he is no one's pet as the Romanovs have their legacy to consider. Dugan refuses to accept that and orders Romanov to recall the Red Army immediately, or face nuclear retaliation. Romanov calmly tells Dugan to not be so sure before he abruptly hangs up. Going back to talk to Carville, Dugan gets positive verification that NORAD was not lying, and decides he has no choice. He gives Carville the Presidential authorization as Commander-in-Chief of the United States Armed Forces to activate the USA's nuclear arsenal for a retaliatory strike on the USSR, but the plan fails when Romanov's chief advisor, Yuri, sabotages the silos by mind-controlling the USAF missileers, causing the missiles to detonate harmlessly in their silos with their launch tube doors still closed. With the USA's nuclear arsenal neutralized and no longer a threat to the Soviet Union, the Red Army is free to invade and conquer the country. Within a short time, the Soviets captured Washington, D.C. and installed a Psychic Beacon near the White House, brainwashing both Dugan and Carville into announcing their surrender and allegiance to Romanov. The Allies destroyed the Psychic Beacon and took Dugan to Canada to escape from the Soviets, setting up a government in exile while the Soviets held Washington, D.C. However, word soon came of something more powerful being built in Chicago, a Psychic Amplifier, which could do to the entire country what the Psychic Beacon did to Washington, D.C. Though the Allies destroy it, Soviet General Vladimir retaliates with destroying Chicago with a nuclear missile in the very spot where the Amplifier had been, wiping out any Allied or Soviet forces still in the city, along with numerous civilians as well. However, his decision to do this would have severe repercussions for the Soviet war effort as the destruction of Chicago motivates the European Allies to aid the USA with dealing with Romanov, but first needed the nuclear missile silos on the Germany-Polish Soviet Socialist Republic border neutralized before they could assist Dugan. Thanks to Tanya and her infiltration force, the silos are destroyed or captured, forcing the Soviets to move the rest out of their effective range to avoid being sabotaged or claimed by the Allies as well, removing their blackmail against the European Allies.

The Allies, now with the European forces supporting the USA with aid from Professor Albert Einstein with his Prism technology in things like the Prism Tower, Prism Tank, and Mirage Tank, attacked the Soviets in the U.S., and managed to liberate Washington, D.C. from Soviet occupation, using the Pentagon across the Potomac River in Arlington, which was still under Allied control, as their main base to reclaim the capital from the Soviets, driving them out. Dugan returned to the capital and, following a successful defense of Pearl Harbor and liberating Saint Louis, Missouri from another Psychic Beacon, earning the support of the freed civilians when they were freed of the mind control they were put under, along with stopping the Soviets from replicating the Allied Prism tech Einstein developed in Mexico and protecting Einstein's lab in the Black Forest from a three-pronged assault by the Soviets, Einstein was able to deploy the Chronosphere in the Florida Keys to launch the final assault on Moscow directly after taking out Romanov's nuclear silos in Soviet Cuba, enraging Romanov as he realizes that he was trapped with the Chronosphere now operational so Moscow could be attacked directly, bypassing any Soviet defenses elsewhere in the USSR that would have prolonged the war and made it more costly to the Allies in terms of lives, vehicles, and money. However, this success was not without sacrifice, as General Carville was slain by a Crazy Ivan suicide bomber just as he was leaving his office to join the Black Forest defense. Carville is laid to rest with full military honors in Arlington National Cemetery, while Dugan appoints his successor to lead the Allies into Moscow via the Chronosphere and bring Premier Romanov to justice. The mission is successful as Romanov is captured inside the Kremlin by Tanya and her GIs and sentenced to life imprisonment for his crimes.

Yuri's Revenge[]

Eva: We are now at DEFCON 2.
Dugan: What the devil is going on, Lieutenant?!
Eva: He's surfaced, Mister President. I'm sure you all recognize this man...We know him only as Yuri, fugitive advisor to Soviet Premier Romanov. While we were busy fighting the Soviets, Yuri was using his mind control technology to establish a secret army of his own. A group of Yuri's Initiates have taken Alcatraz Island here in San Francisco. They've constructed some sort of device there.
Dugan: What kind of device?
Yuri: Perhaps I can explain, Mister President.
Dugan: Yuri!
Yuri: The device is called a "Psychic Dominator". There is a network of such devices spread across the globe.
Dugan: More of your mind control tricks?!
Yuri: No tricks, Mister President. In a few moments, I will unleash a tidal wave of psychic energy, designed to dominate the minds of an entire planet. There will be no more "free will". Only
my will.
Dugan: Yuri. Yuri, Yuri. The war's over. Can't we all just...get along? What if I was to give you a full presidential pardon. Your country needs a leader. It could be you.
Yuri: Why should I be content to lead one nation, if I can control the whole world, Mister President?
Dugan: You can't threaten us! We're the most powerful nation on Earth! We did win the war, you know!
Yuri: Did you? Indeed?
I think not.
Eva: Mister President, something's happening. The device is beginning to deploy.
Dugan: Call in an airstrike! I want that tower taken out!
~ Prologue to Red Alert 2: Yuri's Revenge
Initiate: Comrade Yuri, the Allied Harriers have damaged one of our power plants in San Francisco. The Psychic Dominator on Alcatraz will not function.
Yuri: Most unfortunate, but we have other devices. I think the time has come to activate them...
Eva: Mister President! We're detecting huge shockwaves of energy across the globe!
Dugan: My God, that maniac's really going to do it...May God help us all...
~ The beginning of Yuri's conquest

Dugan is called into an emergency meeting in the White House Situation Room where Lieutenant Eva notifies him that Yuri, Romanov's former advisor, has resurfaced after disappearing for some time, having been using that time to create his own army using his mind control technology, and has captured Alcatraz Island in San Francisco, having built some device of unknown origin there. Yuri intercepts the call to reveal to Dugan that the device is a Psychic Dominator, which he has built several of around the world, which once activated, will subjugate the entire planet to his beck and call. Dugan tries to initially sweet talk Yuri into giving up, being pardoned, and made the new Premier of the USSR, but Yuri is unmoved, seeing leading one nation insignificant to ruling the entire planet. Dugan then warns Yuri that his threats are empty as he can't threaten the Allies, especially the USA, since they did win the war against the Soviets, but Yuri has every intention of rendering that a moot point as he ends the call, and Eva's video feed shows the Psychic Dominator beginning to deploy. As Commander-in-Chief, Dugan orders an airstrike against the Dominator, but the Harrier force is shot down piecemeal by Yuri's Gatling Cannons defending Alcatraz, though one Harrier manages to crash into the nuclear reactor powering the Dominator, shutting it down before it can fully charge and be activated. However, undeterred, Yuri activates the other two in Antarctica and Egypt, putting most of the planet under his will.

With no choice, Dugan assigns Tanya and Eva to use Einstein's prototype Time Machine to go into the past and prevent the Psychic Dominator Disaster before it can even begin. With the reinforcements from the future, the Soviets are quickly routed and Romanov is convinced to convene a conference with Dugan and Allied leaders to form an alliance against Yuri as he posed the bigger threat to the world. Though Yuri tries to destroy the Houses of Parliament at the Palace of Westminster in London where the treaty is being signed, the Allies protect Dugan, Romanov, and the other leaders until the peace agreement and alliance is completed, and Soviet naval forces arrive to aid in taking out Yuri's London base. With an Allied-Soviet alliance secured, Yuri is pinpointed to Antarctica, and the joint coalition moves in to capture Yuri once and for all, using all available Soviet and Allied resources, including their superweapons in the Nuclear Missile Silo, Iron Curtain, Weather Control Device, and Chronosphere, to reduce Yuri's base and his own superweapons in the last Psychic Dominator and Genetic Mutator to rubble, along with slaughtering all his loyal troops. When Yuri is captured and imprisoned in Einstein's custom-built Psychic Isolation Chamber, the two timelines created by the Time Machine start to merge, but the one where Yuri failed to complete his master plan becomes the new present, and Dugan's entrance to the Situation Room is met with seeing General Carville alive and well, having escaped the attempt on his life by the Crazy Ivan after being forewarned of it, asking Dugan if he'd like to hear the details about time travel.
