Master Chief Petty Officer Mike Harper is the deuteragonist of the 2012 and 2025 first-person shooters Call of Duty: Black Ops II and Call of Duty: Black Ops 7. He is also a featured character in the 2014 mobile shooter Call of Duty: Heroes, and a playable character in Black Ops 7 and Call of Duty: Warzone 2.0.

He is a member of SEAL Team Six and JSOC, and David Mason's close friend and second-in-command. During Raul Menendez's rise of power in 2014 and his shenanigans in 2025, Harper worked with Mason to stop the cyber terrorist while also learning of Menendez's past encounters from the retired Marine and CIA agent Frank Woods. Ten years after Menendez's death, Harper and Specter One are sent to Avalon to investigate the Guild and their ties to Menendez's sudden reappearance.

He is voiced and motion-captured by Michael Rooker, who also portrayed Detective Jake Riley in Replicant, Merle Dixon in The Walking Dead and Yondu Udonta in the Marvel Cinematic Universe.

Overview[]

Mike Harper is a Navy SEAL and is the right-hand of Commander David Mason, and works with him during Raul Menendez's plans to destroy the west. He has a few similarities to Master Sergeant Frank Woods. One is because he has a lot of Tattoos and are the players partner through the campaign. Him and Woods use curse words in most of the game, and fight against the main antagonist's right hand (Lev Kravchenko and DeFalco). In addition, both suffer from physical injuries in Black Ops II, with Woods being shot in both of his knee caps, and Harper (player-determined, non-canon) burning his face and getting a rebar in his leg. The similarities between the two are somewhat ironic, as Woods often mocks Harper by calling him "dips***" on two occasions.

Biography[]

Childhood[]

Mike Harper was born in 1987 in Arkansas, raised in poverty by his mother and uncle Finn after his father was killed in a farming accident. His uncle Finn became his mentor, teaching him how to shoot and fostering his love of boxing. While he spent his youth in the boxing ring, he wanted see the world and leave home due to his uncle's stories about his service during the Vietnam War.

Early Career[]

He later joined the United States Navy in 2005 at the age of eighteen and developed a reputation for his comedic attitude yet capable performance in combat. His service allowed to join the Navy's elite SEAls and befriend David Mason, who became like a brother to him. Steadily reaching the rank of Master Chief Petty Officer, Harper and Mason became members of SEAL Team Six and Joint Special Operations Command (J.S.O.C.) in 2021. The two also befriended fellow J.S.O.C. operative Javier Salazar before the events of Black Ops II.

Black Ops II[]

The Vault[]

Mason and Harper go to the vault to speak with Frank Woods, who has a personal connection to Cordis Die's leader Raul Menendez. Harper believes that they were wasting their time, and said that Woods was a "vegetable" due to his age until Mason tells him to back off. Woods then told Mason about his, David's father Alex and Jason Hudson's past interactions with Menendez during their CIA operations in the 1980s. During the mission "Old Wounds", Harper comments to David that his father was a tough soldier, and Woods continued telling how they fought the Russians in Afghanistan and attempted to capture Menendez in Nicaragua.

Celerium[]

Harper works with Mason, Salazar and Crosby in Myanmar to gather information on Cordis Die's base and find a scientist named Erik Breighner. Breighner gives the group a quantum entanglement device, a chip that would make the United States' infrastructure useless due to its capabilities. In addition, Breighner also tells Mason of a superweapon named "Karma", but is killed before Harper and team reunite with Admiral Briggs.

Fallen Angel[]

JSOC has Harper and the team go to Pakistan and investigate Menendez to see what he is planning, mainly to see what Menendez is planning with "Karma". Harper, Mason, Salazar and Crosby are first seen trapped in a grocery store, being pinned down by the ISI as they are attempting to reboot the CLAW. Harper kicks the CLAW, fixing it and having it help counterattack the ISI until the group splits up to find Menendez.

Later on, Harper and Mason stealth their way on the rooftops, and record Menendez speaking with DeFalco and the ISI's leader. Eventually, Menendez reveals that he engineered the team's infiltration, causing Harper and Mason to survive an ambush and escape with Salazar and Crosby. The team are assisted with a CLAW and a SOC-Ts to exit the area, and depending on the player's choice, Harper can have his face burned by a flaming pipe. Afterward, Mason and Harper are approached by Tian Zhao, who decides to allow them to live after revealing their only in Pakistan for Menendez.

Karma[]

Harper and the team realize that "Karma" is located at Colossus after reviewing the recording, and decide to travel there with the technical assistance from Farid. Harper splits from David and Salazar, unknowingly walking into "Karma" who is actually a woman named Chloe Lynch, who mocks his attempt to flirt with her. Mason and Salazar learn that she is a woman themselves after going into the server room, and David orders Harper to go Club Solar to collect her.

Once Mason and Salazar enter the club, DeFalco enters and begins to kill civilians and hold people hostage until Chloe revealed herself. After Chloe gives herself up to rescue people, DeFalco orders his soldiers to open fire, causing Harper and Section to have to fight their way out.

Harper and the team chase after DeFalco, and depending on the player's choices, succeed in rescuing Karma and killing DeFalco, or fail and have a strike team rescue her in "Second Chance". If the player rescues her from DeFalco, Harper and Salazar are seen sliding DeFalco's corpse into their plane, as Mason and Chole speak to each other.

Achilles' Veil[]

In the mission "Achilles' Veil", Harper gives Farid communication support when they attempt to capture Menendez, but Raul reveals that he knows that they're is a traitor in his ranks. While amongst his followers, Harper attempts to ambush the terrorist leader but is stopped by a Cordis Die soldier or DeFalco with a rocket launcher. Harper then assists Farid via communication to fight against the Yemeni Militia to reach Menendez. At the citadel, Menendez destroys Harper's VTOL with a rocket launcher. Farid has the choice to either shoot Harper (thus showing his loyalty) or shoot Menendez (thus revealing that he is the mole).

Fate[]

If the player decides to shoot Menendez, he will shoot the player before they can shoot him. Menendez will then discover that Farid is the traitor. He will walk up to Farid and ask why he betrayed him. He will then say to him "to those you serve, your life means nothing" before killing him. Section and Salazar find an injured Harper, who tells them that Menendez is escaping. With Harper's return in Black Ops 7, this decision is canon.

If the player shoots Harper, the VTOL that David Mason and Javier Salazar are in will appear, and then explode. They will both survive by rappelling down. Farid will stand by Mike's corpse and David will say to him that he had no choice. David will then walk up to his dead body and close his eyes in respect of the fallen. Farid will then be taken back to U.S.S. Barack Obama.

Stopping Menendez[]

If the latter was chosen, Harper will then remain alive and be taken back to the U.S.S. Barack Obama to recover from his injuries. He will appear in "Odysseus" and will learn of Salazar's betrayal, ending with Harper killing him upon his capture. Section and Harper then go on to protect President Marion Bosworth in Los Angeles, and kill/capture Raul Menendez in Haiti. During the mission, Harper will fall on a metal rod, making Section rescue him by killing either DeFalco or a random soldier, and either kill or capture Menendez. If Harper was killed by Farid, Section may avenge his death by killing Menendez, thus omitting any chance of the best ending. Canonically, Section kills Menendez and Harper survives.

Post Black Ops II[]

Following the events of Black Ops II, Harper continued his service in J.S.O.C. but later transitioned to becoming a mentor to new recruits. However, he found retirement unsuitable for him and returned to on-the-ground field work despite his age. [1] Returning to field duty, he joins David's Specter One team alongside Eric Samuels and Leilani "50/50" Tupuola. While serving under Specter One, he became acquainted with Slade "Razor" Barrick and Specter Two. While he maintained his loyalty towards his allies, Harper was still hurt from Salazar's betrayal years after it happened.

Black Ops 7[]

In 2035, a video surfaces online of Menendez seeming alive and declaring his intent to continue where he left off. In response to the video, the Guild, a tech and weapons manufacturing corporation, promises to protect the world from the threat. Dubious of their intentions and the timing of the video, JSOC Colonel Troy Marshall sends Specter One to investigate the Guild's psychological operations from their research facility in Avalon. The team perform an infiltration and come across the company's quantum computer, and decide to retrieve its data while placing explosives across the facility. Reaching another corridor, they're confronted by the Guild's CEO Emma Kagan, who douses them with a red-colored hallucinogenic toxin.

Surviving their exposure due to their cybernetic enhancements, the team escape after Mason detonates the explosives, causing the facility to become contaminated. Amidst the chaos, they began to suffer from vivid hallucinations and find themselves fighting the Guild and Menendez in a recreation of Nicaragua. Upon defeating the Menendez manifestation, they come to their senses at the edge of Avalon and learn that the toxin has spread across Avalon. Marshall then tasks them with learning what the toxin and meet up with JSOC mission command Karma, as she and JSOC are searching for their Guild insider. Locating him inside a shipping container, Specter One is sent into another hallucination when Mason recalls Woods torture at the hands of Menendez in Angola.

Harper and the team help Mason find closure with his late guardian, and learn from the insider that the toxin is called Cradle. The team inform Marshall on the situation, and has them go across Avalon to find the Guild's server farms so Karma can fully analyze the data drive. On their way, they're ambushed by Guild operative Priya Zaveri, who attempts to halt their progress but is killed in the process. Despite getting Karma those servers, she needs a decryption key from another quantum computer, which is located at the Forge facility in Japan. While Specter One stays in Avalon and rendezvous on a VTOL, Marshall sends Razor and Specter Two to obtain the key.

During these operations, JSOC begin to suspect a mole within their ranks due to their Guild insider being exposed and Zaveri's ambush. After Razor sends the key to Karma, Harper and the team are attacked by the Guild's drones, but destroy two of them before landing. Informing JSOC, Specter One is tasked with shooting down the last drone intact to see if they can retrieve its cache and expose the mole via flight logs. The team launch a S.A.M. missile at the drone, but fall under the Cradle's influence as Samuels, 50/50 and Harper recall past operations that deeply affected them. The new mole causes Harper's anger on Salazar's betrayal to resurface, sending him to manifest as a giant version of himself and attack Mason, Samuels and 50/50.

The team come out of the hallucinations after defeating the Harper manifestation, but learn from JSOC that Razor is the mole and sabotaged the decryption key. Despite this, Karma is able to salvage information involving the Guild's bioengineer Gideon Falkner and send Specter One to interrogate him for intel. Defeating the scientist, Falkner reveals that Kagan is located at the sanctum and the squad departs to her location. At the sanctum, Emma douses them with Cradle, sending them into Vorkuta and David's memories of his father. Using Mason's positives memories involving Alex, they are able to break through the late U.S. Marine and have him help them escape.

Afterward, Marshall informs the team on Kagna's plans - use a deepfake of Menendez to spread terror and gain a profit by providing security. Kagan has also accelerated the timetable on her plans, preparing to send multiple Cradle shipments worldwide due to JSOC's interference. While heading to a safehouse, Razor arrives to thwart them, but he's defeated and killed by Harper with a headshot. After his death, Specter One receives intel on the Cradle's production - the Blackheart mining rig complex off the coast of Avalon. At the complex, Harper and the team overload the bioreactor, apprehend Kagan and return to the surface while the facility explodes down below.

Endgame[]

Despite completing their mission, Mason, Marshall and Karma suggest staying in Avalon to remove remnants of the Guild and end the spread of the Cradle. In the "Endgame" mode, Specter One perform operations to clean up the Guild and kill Dr. Falkner, ending the source of the toxin. Returning to a VTOL, the squad are informed that the Guild has mobilized globally under the command of Kagan's right-hand, Alden Dorne, and are tasked to stop him.
