Chief Justice Neuvillette, also known as the Hydro Dragon Sovereign, is a playable major character in the 2020 action role-playing fantasy video game Genshin Impact.
Neuvillette was the Chief Justice of Fontaine, a nation ruled over by the Hydro Archon Focalors. Held in high esteem by the people, the Chief Justice exemplified the professionalism and objectivity required in a judge. He was secretly the Hydro Dragon Sovereign, seeing his time in Fontaine as a stepping stone on his quest to judge the gods.
Neuvillette is voiced by Yuze Sang in Chinese, by Ray Chase in English, and by Hiroshi Kamiya in Japanese. Chase has also voiced Tengen Uzui in Demon Slayer: Kimetsu no Yaiba, Noctis Lucis Caelum in Final Fantasy XV, Choso in Jujutsu Kaisen, Bruno Bucciarati in JoJo's Bizarre Adventure, Puri-Puri Prisoner in One Punch Man, Donquixote Rosinante in One Piece, and Weisz Steiner in Edens Zero. Kamiya has also voiced Levi Ackerman in Attack on Titan, Kusuo Saiki in The Disastrous Life of Saiki K, Ranpo Edogawa in Bungo Stray Dog, Trafalgar Law in One Piece, and Yato in Noragami.
Appearance[]
Neuvillette had the appearance of a tall man with pale light skin and a slender build. He had dark blue-shaded slit eyes, pointed ears, and waist length white hair with a single lock that had a blue underside. He wore a formal blue suit with varying accents of blue ranging from light to dark colors.
Personality[]
Neuvillette is a calm, serious individual who obeys the rules of the court. He often makes judgements based purely on the laws of Fontaine and has little regard for emotions whilst in court.
Although he has trouble expressing human emotion, his heart is always filled with grief, this grief often causes him to cry or otherwise shed tears, which causes rain to fall over Fontaine, this is hinted in the game to be connected with his role as the Dragon Sovereign of Water. Neuvillette is always pondering about himself and wants to know why he was born in his current form.
He acts like a father figure to Melusines, possibly due to what happened to Carole. Whenever a Melusine gets threatened he is willing to take action to protect them.
Despite his distaste towards the Seven Archons, Neuvillette was extremely sad and distraught when Focalors commits suicide via execution from a large sword produced by the power of the Hydro Gnosis accumulated over 500 years, as he reaches out to her once it begins to drop, and can be heard sobbing after Focalors's death, followed by a storm. He also has some soft spot for Nahida after knowing her situation being locked up over 500 years.

- Dragon Physiology: Neuvillette was the reincarnation of one of the Seven Sovereigns, a group of the most ancient and powerful dragons to have ever existed. Each Dragon Sovereign possessed a power called an "Authority" that granted them complete control over one of the seven elements that naturally pervaded the world: Pyro, Cryo, Geo, Anemo, Hydro, Dendro, and Electro. Neuvillette was the reincarnation of the Hydro Dragon Sovereign, though due to genetic impurity he was born in a human form and lacked many of the memories from his previous life. He also lacked the Hydro Authority, which had been stripped from his predecessor by the Usurper-King. Even without his full dragonhood, Neuvillette still exhibited a potent connection to the Hydro element. He eventually regained the Hydro Authority, granting him absolute and unrivalled control of Hydro and with it strength that surpassed the gods.
- Hydrokinesis: Hydro was principally the element relating to water in all of its forms. Neuvillette, as the reincarnation of the Dragon of Water, had an incredibly powerful natural connection to the element of Hydro. Those with a connection to the Hydro element could conjure and manipulate Hydro energy, including all forms of water. Neuvillette was so intrinsically linked to Hydro that rainstorms formed over the entirety of Fontaine whenever he felt upset. Even before attaining the Hydro Authority, he was able to exert control over the waters of the Primordial Sea with great effort.
- Flight: By enveloping himself in Hydro and then telekinetically moving said energy, Neuvillette was able to make himself levitate in any direction.
- Power Bestowal: After receiving the Hydro Authority, Neuvillette gained the ability to share his power over Hydro with whomever he desired. The Hydro Archons before him had used the Hydro Authority to bestow small portions of their power on people deemed worthy by Celestia. They did so by granting "Visions," jewels imbued with elemental energy that allowed their wielder to channel the power of said element. Though Neuvillette disapproved of Celestia, he saw no reason not to follow in the gods' footsteps and use his Hydro Authority to reward deserving mortals with Hydro Visions. One of, if not the first, individuals to receive a Hydro Vision from Neuvillette was Furina de Fontaine.
- Retrocognition: Concentrations of Hydro energy, such as rain and bodies of water, sporadically recorded the emotions and events experienced around them. Neuvillette, due to his strong attunement to Hydro, could detect and perceive the caches of memories imprinted upon the waters of Fontaine. Typically, the ability was useless as the memories captured by water were usually irrelevant, though it could be useful as a tool for investigating past events.
- Longevity
- Superhuman Speed: As a result of his physiology, Neuvillette could move at speeds that far transcended regular lifeforms. The speed at which he was capable of moving was so fast that the regular naked eye could barely even perceive it. Even Tartaglia, a mighty warrior of the Fatui, was barely able to react to the Iudex's movement.

- Political Influence: As the Chief Justice of Fontaine, Neuvillette was the nation’s head of government and chief judicial figure. He was the subject of considerable popularity among Fontainians due to his dedication to his work and his impartial judgments in the courtroom, giving him significant sway over the people of the nation. He could freely command the forces of all of Fontaine’s law enforcement agencies, and held superiority over all other governmental officials. In Fontaine, his decisions could only be circumvented by the Hydro Archon herself and, in the case of judicial hearings, the Oratrice Mecanique d'Analyse Cardinale. After the death of the Hydro Archon, Neuvillette became the sole ruler of Fontaine.

- Neuvillette's birthday was on the eighteenth of December.
- Neuvillette's hobby was tasting spring water imported from all across Teyvat.
- Neuvillette enjoyed bacon. When cooking, his signature dish was "consomme purete," his own take on consomme. Consomme was a clear soup with meat and vegetables which was complex to prepare. When preparing his own consomme, Neuvillette included pure water gathered from the highest mountains in Fontaine. Though notably refreshing, the consomme purete was ultimately not too different from an ordinary soup.
- The name "Neuvillette" was likely derived from the character of Christian de Neuvillette, the deuteragonist of a nineteenth century play by French dramatist Edmond Rostand called Cyrano de Bergerac. In the play, Neuvillette was a handsome yet witless man who was able to win the heart of a maiden named Roxane with the help of the story's titular protagonist Cyrano de Bergerac. However, Neuvillette later died tragically at the Siege of Arras. The character of Christian de Neuvillette was based off of the real-life Christophe de Champagne, baron de Neuvillette.
- In Neuvillette's official character introduction, he was given the descriptive phrase "he who looks down on all that are haughty." The phrase was likely derived from a verse in the forty-first chapter of the Book of Job, as found in the Hebrew Bible and the Old Testament of the Christian Bible. The verse was written in reference to Leviathan, a primaeval monster of the sea that could never be controlled by humanity.
- The name of Neuvillette's star constellation was "Leviathan Judicator," giving reference to the aforementioned Leviathan as well as Neuvillette’s role as a judge. His personal story quest was given the name "Diluvies," meaning to "flood" or "wash away" in Latin.
- Aside from the Traveler and Dainsleif, Neuvillette was the only character whose source of elemental power was listed as unknown on his character introduction card. Additionally, he was the first character whose corresponding star constellation was listed as unknown on his character card.
- Neuvillette was the first playable character, aside from members of The Seven, to not wear a Vision fake or otherwise.
