The New California Republic, also known as the NCR, is a federal republic established in New California, comprising of five states such as Shady Sands, Boneyard, Maxson, Dayglow, and The Hub. In addition, they have other territorial holdings in Nevada and Baja California. The NCR appear in the Fallout games, first appearing in Fallout 2, then making a return in Fallout: New Vegas.

History[]

Formation[]

The NCR was formed when dwellers emerged from Vault 15 in the year 2097, before founding the town of Shady Sands. With the assistance of the Vault Dweller, who destroyed the Khans, Aradesh and his daughter Tandi led the community into prosperity. With the expansion of trade routes came cultural exchange, eventually culminating in a movement aimed at forming a national identity.

This idea resonated with many inhabitants and wastelanders, and won popular support, leading to the creation of the New California Republic in 2186. Three years later, the Republic was voted into existence as a federation of five founding states, organized around major settlements throughout California. These states consisted of Shady Sands, Boneyard, Maxson, Dayglow, and the Hub. 

The national identity of the NCR was based off the the old world's California Republic, the 31st state of the United States of America to be admitted to the union. the NCR flag depicts a two-headed mutated bear, directly inspired by the California state's flag which depicts a one-headed bear (the Grizzly Bear).

The NCR is dedicated to support old world values, such as democracy and the rule of law. In that regard, it aims to restore order to the general wasteland, the improvement and development of infrastructure and economic systems, and overarching peace between people. Similar to institutions of the old world it seeks to emulate, continued expansion has created challenges with territorial control, loyalty, and corruption that plague the Republic and serve to hinder its goals.

Fallout 2[]

With the destruction of the Oil Rig by the Chosen One, the Enclave in the west coast has fallen into complete disarray. Surviving members from other Enclave installations throughout New California regrouped to Navarro. In 2248, The NCR joined forces with the Brotherhood of Steel and launched an attack on the Navarro base, stating that it posed a security threat in the region. the NCR ultimately came out victorious and surviving Enclave personnel scatter throughout the west coast. Some of which that didn't retreated or either recruited by the NCR or integrated into it by hiding their identity. 

2253-2270[]

The NCR launched a military campaign following the massacre of 38 citizens by the Mojave Raider tribes near Bullhead City in the Mojave Wasteland. Resulting in President Joana Tibbett to be ejected out of office due to her "timid" response to the attack. She was later replaced by Wendell Peterson who then sent 3 battalions of NCR infantry to the Mojave Wasteland to pacify the raider tribes. After 17 years of warfare, the NCR has completely removed the tribes surrounding Bullhead city.

2271-2274[]

Following the defeat of the Desert Rangers in Arizona by a slaver group known Caesar's Legion, they were pushed out of the territory and their numbers began to dwindle, they were forced to call in the New California Republic for assistance, this resulted in the Ranger Unification Treaty. Under the treaty, the Desert Rangers were absorbed into the NCR Rangers and in exchange, the NCR took the burden of protecting Hoover Dam, New Vegas, and the southern portions of Nevada from the threat of the Legion.

Following this, the NCR begins expanding to the Mojave Wasteland and by the year 2272, they established the Mojave Outpost which serves as both a a trade stop for caravans and a military hubs for all operations within the Mojave. 

A year later the Rangers reached Hoover Dam. During this time the Wendell Peterson is voted out of office and Aaron Kimball has sworn into presidency, as his first act in office, he orders the occupation of the Dam, and restore it to working order. However, when NCR forces arrived at the dam they were greeted by a large garrison of tribals and pre-war robots known as Securitrons under the command of Robert House. Following negotiations, Mr. House relinquished control of the dam to the New California Republic in exchange for a number of concessions, enshrined in what is called the Treaty of New Vegas. 

The Treaty of New Vegas consist of the NCR's recognition of Mr. House's sovereignty over the New Vegas Strip, effectively making it one of the first, if not the first international treaty in the post-War world. In return, the republic was granted rights to host military bases at major areas such as Hoover Dam, and the McCaran Airport (which would later become Camp McCarran) as well as additional military outposts and camps as needed. As a sign of good faith, Mr. House offered and provided facilities for an NCR Embassy on the Strip. Administration and maintenance of Hoover Dam is left to the New California Republic, which is legally permitted to send 95% of the electricity and water produced by the dam to the home states in New California and various local projects, such as the established NCR Sharecropper Farms located in New Vegas, The remaining 5% is allotted to the New Vegas Strip and its casinos. Hoover Dam restarts and the New Vegas strip is open for curious NCR Citizens began to visit. 

First Battle of Hoover Dam[]

The NCR has became increasingly aware of the threat of Caesar's Legion after they began to gradually assemble east of the Colorado River. Legion forces began to move to the Mojave and establish Fortification Hill, which serves as their base of operations. Caesar would place the Malpais Legate known as Joshua Graham as the commander to coordinate the attack on Hoover Dam. When the Legion attacked, the NCR was unprepared for the assault, initially giving Joshua the initial upper hand with his forces easily swarming NCR Troops. Lead elements of NCR forces such as the Rangers and 1st Recon executed a tactical retreat to Boulder City while using their prowess and excellent marksmanship to pick off centurions and other hi-ranked Legion officers which sowed chaos among Legion ranks. The Malpais Legate, ordered his Legionnaires to pursue the rangers in Boulder City, not realizing that he was falling into a trap and his move was anticipated by Chief Hanlon. The NCR has booby-trapped the entire city by laying explosives along their line of retreat. When Legion forces entered the city. NCR Forces detonated the explosives. Which would inflict severe casualties on Legionnaire forces and crippled their offensive. 

NCR forces would then launch a counter-offensive, pushing the Legion back who fled east back over the dam. This would result in a victory on the NCR would then reoccupy and retaken control of Hoover Dam. They began to make preparations for a possible second attack from the Legion. A memorial to the soldiers and Rangers lost in the battle was erected outside of the ruins of Boulder City. 

Second Battle of Hoover Dam[]

The NCR already has been long prepared for an inevitable Legion attack, this lead by Legate Lanius who coordinates the attack. The NCR would respond in kind and to counter the Legion offensive, though at this point it remains unknown of who ultimately won the better as the fate of the Second Battle is in the hands of The Courier (the player character).

Though if one aligns themselves with the NCR, depending on the choices of the character, the NCR would have also garnered the assistance from the Boomers, as well as optionally the Followers of the Apocalypse, the Brotherhood of Steel and the Enclave Remnants to aid them to help fend off Legion forces. NCR forces with the help of the Courier would eventually push back the Legion forces and would start pushing them back to Lanius' camp where it would lead to the final battle between the Legate's surviving Legion forces and the NCR Forces, like with the battle. The fate of Legate Lanius lays on the hands on the hands of the Courier. One could either convince him to retreat through 100 skill speechcheck or outwright kill him. Regardless of the choice, the outcome of the battle would be the same. 

With the Legion's defeat at the 2nd Battle of Hoover Dam, the NCR would celebrate their victory and would establish definitive control of the Mojave Wasteland. Soon after, they negotiated terms to annex The Strip, Freeside, and many surrounding communities. The Mojave Wasteland, at long last, had entirely fallen under the NCR's banner.

For their support of the Military at Hoover Dam, the Courier would be presented the Golden Branch, the highest civilian decoration given by the Republic.

  • Much of the NCR's propaganda is inspired by that of the Allies from World War II.
  • Caesar, founder of NCR's sworn enemies Caesar's Legion, once lived near Boneyard, a state within the NCR.
  • A radio broadcast announcing the formation of the Republic in 2189 can be heard during the Fallout 4 quest "Shattered".
  • The New California Republic uses the same fanfare as the pre-War United States did for presidents, playing the song "Hail to the Chief" as President Kimball arrives at the Hoover Dam in 2281.
  • Ulysses is one of only a few in the wasteland who knows of the NCR flag's Old World origins; he will remark to an NCR-affiliated Courier that the bear featured on the flag "had one head back then... better off for it". He also observes of the NCR, that "they have an idea of trying to do what's right, never quite getting there".
  • The NCR Flag is portrayed inconsistently in Fallout: New Vegas. The version flown on flagpoles throughout the game features the bear and grass patch offset to the right side slightly, whereas the version painted on signs and seen on a banner at Hoover Dam features the bear in the center of the flag, as in the real-life flag of California.
  • In Chris Avellone's Fallout Bible 6, a version of the NCR flag with a one-headed bear, almost identical to the state flag of California, is used in place of the flag from Fallout 2. The flag shown in Fallout: New Vegas bears more of a resemblance to the version shown in the Bible, due to its resemblance to the actual California state flag, though it utilizes a different color scheme, font, and overall design for the bear and grass patch.
