The Outbreak Survivors are the main protagonist group of both Resident Evil Outbreak and Resident Evil Outbreak: File #2. As the name suggests, they are a group of survivors who join forces to escape Raccoon City from its viral outbreak.
- Mark Wilkins (born c. 1946; age 52) is a security guard, voiced by Beau Billingslea.
- George Hamilton (born c. 1959; age 39) is a surgeon, voiced by Bob Buchholz.
- David King (birthdate unknown) is a mechanic-turned-plumber, voiced by Bob Papenbrook.
- Kevin Ryman (born c. 1967; age 31) is an RPD officer, voiced by Kirk Thornton.
- Alyssa Ashcroft (born c. 1970; age 28) is a journalist, voiced by Wendee Lee.
- Jim Chapman (born c. 1974; age 24) is a subway worker, voiced by Karim Morgan.
- Cindy Lennox (born c. 1974; age 24) is a waitress, voiced by Julie Maddalena & Michelle Ruff.
- Yoko Suzuki (born c. 1978; age 20) is a scientist intern, voiced by Laura Thorne & Lia Sargent.
Overview[]
The player controls Kevin, Mark, Jim, George, David, Alyssa, Yoko, or Cindy, along with numerous supporting characters who can be selected in their place. Gameplay events transpire across various regions of Raccoon City and span over a period of a week. In Outbreak, the survivors were all in Jack's Bar (or J's Bar) in Raccoon City when they first saw zombies on the evening of 24/09/1998. After that, the characters make it through the city, fighting through many horrors, eventually escaping on 01/10/1998.

Regretful Endings[]
Mark: The Sun is risin'... The nightmare which will likely cover the Earth... is gone in a flash. Yes, the worst enemy is neither zombie nor virus. It's man's total lack of conscience or remorse.
George: Light falls upon us at long last. Much has been sacrificed to reveal the truth. And now, there's no-one left to hear the answer. It will be sealed and buried it the depths of man's memory. In time, this too will be forgotten. Such is the legacy of mankind.
David: The curtain's come down. Both player and observer have left the stage. That, too, has disappeared in the light. An empty ending to a rule I never wanna play again. I think I can finally sleep.
Kevin: It comes to an end in the worst possible way. I should congratulate myself for making it out alive. But I don't feel like doing that. I've lost too much... and any trace of what once was has been obliterated. I've succumbed to weakness and regret.
Alyssa: Everyone has a right to know the truth. Some people give their lives for it. But... what does that mean? Innocent curiosity can bring self-destruction. My only hope is to forget. The darkness... is too much for me.
Jim: At the last possible moment, I got lucky. I managed to survive, but it's not a happy ending. There must've been another way, but it's too late now.
Cindy: The end of the world comes suddenly. The only life I knew... was those quiet days in the city. But, now, it's all gone. I can't stop shaking. The fear has gone, but I cannot brush away this overwhelming sense of loss.
Yoko: I remember this scene somewhere in the back of my mind. My vision turns to red. Debris flying everywhere. Was it a premonition? The truth I tried to find is now in the smoke.
Zombie Endings[]
Mark: Right and wrong. I couldn't tell them apart anymore. But I didn't seem to care.
George: There is no ending to this story. Now is the beginning, and the moment I finally understand it all, my memory is vanquished.
David: I'm supposed to feel awful, but I felt like laughing. Why? Well, it doesn't matter now, does it.
Kevin: The conclusion here is simple: everything is gone. Even my memory.
Alyssa: I wish I didn't know anything, but now, the moment I am no longer myself, I understand completely.
Jim: It's been a living nightmare. I wanna end this now. However it's gonna be. As long as it's over.
Cindy: It's nothing special. Life will end someday. I'm now accepting it... marvelously.
Yoko: I was ready to accept anything, so this conclusion was not a surprise. The rest is just going to die slowly.
Special Endings[]
Mark: I have decided to stay here. Escape's not for me. I'm a carrier.
George: My freedom would come at too high a price. I'm still infected. And so, I remain.
David: The decision to stay was simple. I can't go with an infected body. No regrets.
Kevin: I've stayed behind. I can't let the virus leave the city.
Alyssa: And so it is that I stay behind. Spreading the virus would be too unconscionable, even for me.
Jim: I can't leave now that I'm infected. I've chosen to stay behind. What an idiot.
Cindy: I thought about it, and have chosen to stay. With this infected body, I'll only end up hurting others.

Good Endings (File #2)[]
Mark: Nothin' new with me. Just as dull as ever. O' course, that hardly means I'm lookin' for a little adventure or anything.
George: I've been thinking about dropping by the university research lab sometime soon. There're a few things I've been meaning to look into. I should be quite busy.
David: Hm... I suppose idle talk has its place sometimes. No, I'm serious.
Kevin: Right now? I'm headed to Miami. New job, new city. Course, I work enough as it is. Damn, nice weather, though. This oughtta be fun!
Alyssa: I'm fully aware of that, thank you very much. It's all about strength - physical strength.
Jim: Huh? What? Oh yeah, you were just askin' what I was up to, right? Gettin' ready to start work again. Hold up. Now, that's what I'm talkin' 'bout.
Cindy: Yeah... I just decided that it's time to start something new, you know? You really should come by.
Yoko: I feel really... fulfilled now. There's plenty of stuff for me to do, and it won't be easy... but... I feel like I'm really making progress here.

Cindy: What do you mean?
Kevin: Can't go back to the bar, right?
Cindy: I haven't really thought about it.

- Mark is the oldest playable Resident Evil character, being in his fifties.
- Wendee Lee, who voiced Alyssa, also voiced Rita Phillips in the "Desperate Times" level.
- Beau Billingslea, who voiced Mark, also voiced Marvin Branagh in the "Desperate Times" level.
- Michelle Ruff, who voiced Cindy in Outbreak 2, also voiced Rani Chawla in Resident Evil: Degeneration.
- Although the city was canonically destroyed by an aerosol bomb, Outbreak seems to depict missiles instead.
- Yoko's description for the Manly Handkerchief is "Kevin gave me this handkerchief. He may not look it, but he's a really nice guy..."
- As seen at the top of the page, Kevin's voice can be heard calling for help via radio in Resident Evil 3make, where he mentions being trapped with three survivors (including Mark and Bob).
