The Raccoon City Police Department (RPD for short) is the main law enforcement entity for the former midwestern town of Raccoon City and the surrounding areas such as the nearby Arklay Mountains. The STARS were part of the organization, until the Raccoon SWAT replaced the associated agency.

The department was dissolved after the destruction of Raccoon City in 1998.

History[]

The Raccoon Police Department was established in 1969, when the then-city's rapid expansion necessitated a dedicated police force beyond the Arklay County Sheriff's Department (ASD). Raccoon's art museum, which had closed down, was purchased by the RPD the same year to be used as their base of operations, the Raccoon Police Station.

The main precinct was established in the late-1980s, converted from a former art museum located in Downtown Raccoon City on Ennerdale Street, one of the city's primary thoroughfares. Chief Irons was instrumental in the purchase, acting as mediator on the deal and making several suggestions, though it is unknown if there were other precincts, although it is likely there were multiple smaller stations, due to the size of the city.

When Mayor Michael Warren began preparation for the "Bright Raccoon 21" project in the early 1990s, the force received extra funding from various local companies, including Umbrella USA, who wanted assurances that the RPD could deal with the increasing crime rate and the threat of domestic terrorism. From this funding, the STARS was established.

During the 1990s, the RPD was under the control of Chief Brian Irons, who received monthly bribes from Umbrella USA to keep the company's illegal activities from being investigated. Following the events of the Mansion Incident, Irons barred investigation into Umbrella at the direct request of Dr. Birkin, causing the surviving members of STARS - Chris, Jill, Barry, Rebecca, and Brad - to organize their own private investigation of the company and the Chief.

On Wednesday 23rd September, 1998, a modified ε strain of the t-Virus contaminated Victory Lake, the reservoir for Raccoon City's drinking water. The next day, tens of thousands had mutated into zombies, and RPD personnel were deployed to handle rioting all over the city, with significant action at Warren Stadium, where Raccoon Sharks were playing.

Deputy Chief Raymond Douglas led an operation to evacuate civilians from the congested parts of the city, which was made difficult by the excessive construction of barricades. His name was on posters put up at Raccoon Zoo that day detailing times the Army Chinooks were to pick up refugees, though he may not have put them up himself.

Amid the chaos in the city, Ray briefly helped a group of survivors led by Officer Kevin Ryman, consisting of Mark Wilkins, George Hamilton, David King, Alyssa Ashcroft, Jim Chapman, Cindy Lennox, and Yoko Suzuki. Ray was killed by the undead near the Apple Inn, and his body burnt when a nearby fuel truck exploded. Meanwhile, police explosives expert Eric, along with officers Elliott and Harry, had orders to detonate explosives on a major thoroughfare in a plan to wipe out hundreds of zombies. After Elliott and Eric were killed by zombies, the plan eventually succeeded, thanks to the efforts of Kevin's group.

During these events, the Raccoon Police Station opened its doors to civilians fleeing the rioting and offered food and protection. However, Irons made plans to sabotage the defense in a selfish desire that if he died, everyone else must go with him. On the evening of Saturday 26th September, a large RPD force consisting of Raccoon SWAT and patrol officers drove out to choke points near the station, such as the Jefferson Bank and a nearby tram station, in an effort to meet the zombies head-on.

Though their counterattack was fortunate enough to coincide with the arrival of some 120 Umbrella Biohazard Countermeasure Service mercenaries trained in anti-BOW warfare, the sheer number of zombies on the streets proved to be overwhelming and the both forces were wiped out.

On Sunday night, Kevin's group narrowly escape from South Raccoon Street station after venturing down there. Although Alyssa managed to catch the train in time, Kevin actually missed it, prompting him to escape elsewhere. He climbed through a vent and went down an alley that led to Raccoon Police Station. On the early hours of Monday, Kevin found several of his colleagues holed up at the station.

Marvin's group of surviving officers make plans to escape through a series of tunnels under the station, with Rita Phillips being the only officer small enough to fit, making it her mission to get to the other side and send help back for the others. Marvin entrusts Kevin with finding plates to open the passage; once done, Rita heads out for help, finding Harry in a police van. As the two return to the station, the survivors under Marvin were seriously considering abandoning the building entirely.

Numbers dwindled further with constant raids from zombies climbing through the windows, along with the arrival of lickers, who can stick their tongues long enough to pierce through any survivor they encountered. Other officers in the police station are gradually killed: Fred is killed by crows on the helipad, Aaron is killed by zombies climbing over the east stairwell fence, and Tony is killed by the Dobermanns when he tries to rescue them.

This leaves just Marvin and Kevin (and potentially a small group of Kevin's) remaining. They head outside as zombies begin climbing over the fence. When Harry's van arrives with Rita in the back, Marvin chooses to stay behind after being bitten. Kevin escapes with Rita as Harry drives away in panic. As Rita mourns Marvin, Kevin ensures her that he is too tough to kill. When ex-STARS officer Jill Valentine explored the building that night, she only found Marvin, injured by a bite wound, and found no sign of other officers.

The next night, Marvin has still not transformed, but is now too weak to move, and is later discovered by someone who investigates the station seeking refuge, after just entering the city. This person is either Leon Kennedy or Claire Redfield. Marvin tells about what happened, and after Leon/Claire leaves to find help, Marvin locks him/her out of the room. He later becomes a zombie in there, only to be rediscovered and eventually killed by Leon or Claire.

By 1st October, once most of the officers perished in the outbreak, the city was destroyed by an experimental thermobaric bomb by the United States Air Force - on the orders of the federal government of the United States - to eliminate any potential threat of virus that might leak into the outside world.

Uniform[]

The standard Summer uniform for patrol officers consisted of a white collared shirt and dark grey patrol trousers, whilst and Autumn-Winter uniforms were light blue V-necked collar shirt with the RPD logo on both shirt-sleeves, with black trousers and patrol boots. Caps and black ties were part of the uniform, but it is hard to tell if these were optional or merely neglected due to the outbreak. Specialist divisions within the RPD had their own uniforms. Tony, a K-9 unit dog handler, wore a uniform which consisted of a white non-collared shirt under a black jacket and a plain cap more resembling a baseball-cap than those worn by Harry and Raymond.

More armoured uniforms were in service in 1998. During the outbreak, Kevin wore a short-sleeved black V-neck shirt and armour with "R.P.D." on the front. Leon, a rookie, was provided with a similar uniform, though in dark blue and covering the neck. Leon did wear a white, long-sleeved shirt under his jacket. Both had pads above each shoulder and wore black gloves, however. These uniforms were themselves not far from the Raccoon SWAT uniform, which wore a dark blue shirt under a similarly designed body armour. SWAT also had riot helmets.

Weaponry[]

The RPD possessed a variety of weapons for its officers. Their sidearm was the Beretta 92F, which was issued to many officers, with STARS receiving a custom-modified version of this Beretta 92 known as the Samurai Edge, which resembles the Beretta 90two. STARS officer Barry received a Samurai Edge version of the Beretta 96F chambered for the larger .40 S&W round. The Browning Hi-Power was the second-most common sidearm, mainly provided to the patrol division and officers like Marvin Branagh. Some officers, such as Kevin, carried the more powerful M1911A1 in .45 ACP.

Leon used his personal VP70M, which was non-standard-issue, although the department had parts to further modify and upgrade it. Additionally, one deceased RPD patrol officer was seen armed with either a Glock 17 or 19. The STARS members were also provided with large-caliber magnums, such as the Desert Eagle and S&W Model 629, with Barry carrying a weapon that appeared to closely resemble either a Colt Python or a Colt Anaconda. Chief Irons carried an S&W Model 329PD as his personal weapon.

Officers licensed for shotguns were provided with a Remington Model 870 (with compact, full stock, and folding stock variants) and a Franchi SPAS-12, which was issued to some officers including Deputy Chief Raymond Douglas. STARS member Joseph carried a Mossberg 590, whilst Richard was issued a Benelli M3 Super 90, similar to the Benelli M4. SWAT personnel were provided with a Remington Model 870 with SureFire weapon light and an MP5. The RPD also used the Ingram M-11. STARS Captain Enrico carried a Steyr AUG.

Grenade launchers were the heaviest weapons used by the RPD: the M79 grenade launcher, the H&K Penn Arms L1, and the ARWEN 37, used for riot control. STARS also had access to an M202 FLASH rocket launcher. Stun guns, M84 stun grenades, M26 grenades, and M9 bayonets were also used. The STARS also carried non-standard-issue survival knives.

Structure[]

The Raccoon Police Department was comprised of several divisions, including Patrol Division, Special Weapons and Tactics (SWAT), the Special Tactics and Rescue Service (STARS), and a K-9 Unit, as well as minor departments containing 2-3 officers. Information about these divisions is given below:

  • Patrol Division: The backbone of the RPD, containing some of the most recognizable division members in the city. They provided around-the-clock service on foot, by patrol car and by aerial surveillance to the residents of Raccoon City. During the Raccoon City Destruction Incident, these officers were pushed to their limits in dealing with the hordes of undead creatures overrunning the city whilst coordinating evacuations and protecting civilians who were trying to escape. They sustained near total casualties during the incident, with a mere handful of officers escaping alive.
  • Special Tactics and Rescue Service: The STARS was the department's first elite unit. It was tasked with both responding to more dangerous threats than the patrol division was trained to handle, as well as search and rescue operations in the surrounding Arklay Mountains region. The unit was divided into two teams, Alpha and Bravo. Unlike the patrol division, the S.T.A.R.S. unit was allowed a large degree of freedom to customize their uniform and equipment. Many S.T.A.R.S. members had prior military backgrounds, including Jill Valentine and Chris Redfield. Unbeknownst to most of its members, the S.T.A.R.S. unit was actually formed to be the unwitting test subjects against Umbrella's B.O.W.s. Most of its members were wiped out during an investigation into the grusome murders in the Arklay Mountains, with only five of its members surviving the mission in the Arklay mountains, while one officer (Brad Vickers) was killed during the final days of the Raccoon City outbreak. Following the operations in the Arklay Mountains, the unit was formally disbanded by Chief Irons in order to discredit their reports against Umbrella.
  • Special Weapons and Tactics: Raccoon S.W.A.T. was created to replace S.T.A.R.S. after the unit was disbanded. Like its predecessor, S.W.A.T. personnel were specially trained to deal with high risk operations and incidents of violent crime. The members of this team were skilled in the use of many weapons and were all in top physical and mental condition. All members of S.W.A.T. were killed during the Raccoon City outbreak.
  • K-9 Unit: Consisted of specially trained officers and their dogs – all police dogs were Doberman Pinschers at the suggestion of Chief Irons. They would have been a valuable asset to the RPD. During the viral outbreak, this unit was completely annihilated by the t-Virus, with all of the department's dogs becoming infected, and running amok around the basement of the station.  The only known officer from this unit was Tony.
  • Juvenile Division: Handled petty offenses by teenagers such as graffiti. Elran worked for this division.
  • Crime Scene Unit: Responsible for securing crime scenes and recovering evidence in investigations.

  • Chris and Kevin are the only RPD officers known to be smokers.
  • Rita is the only known female RPD officer, not including STARS members Jill and Rebecca, though there are several female RPD zombies seen in Resident Evil 3, as well as the RE2 and RE3 remakes.
