Heroine Overview
Synopsis
Rio Tsukatsuki (調月リオ in Japanese) is a supporting character in the 2021 roleplay game Blue Archive. She studies at Millennium Science School and wields a handgun. She is the the president of Seminar, the student council of Millennium, making Rio the overseer of all of Millennium. Despite being president, she has a not-so-decent reputation among Millennium students due to her paranoid-like behavior, always calculating every single possibility. Due to her behavior, she built a whole city as a way to prevent the destruction of Millennium and Kivotos, the place where the game's setting takes place, as a whole.
She originally played as the main antagonist of the second chapter of the second volume, "Clockwork Flower Pavane". Although she had good intentions during this chapter, which was to protect Kivotos from its demise, her method of doing so was deemed wrong as she needed to kill the protagonists' friend in doing so, when there are other possible methods. After her defeat, she disappeared before returning again in the final volume, "Where All Miracles Begin", where she played as a supporting protagonist during the third and fourth chapter after realizing her wrongs.
As previously mentioned, Rio has a paranoid-like personality. She is always alert and calculating for every possible outcome, looking for the most rational method to obtain the best outcome according to her. Once she sets her goals, she is willing to go to great lengths to achieve it, even letting herself be deemed as a villain in doing so. She refuses to acknowledge others' opinions if they even slightly contradict with Rio's plans, which makes her disliked by pretty much everyone in Millennium. However, it was revealed that she behaves like this because no one understands her intentions.
She often mentions about the "trolley problem", an ethical dilemma where one must choose to sacrifice one for many, or many for one. To her, the most rational choice is to let one die to save many. However, she failed to realize the vagueness of the question, which was brought up by the main character of Blue Archive, the Sensei of Schale, who said the question itself is wrong, and that they'll choose to ask for help when the question is presented to them.
She tends to be blunt with her words, not realizing how her words affect others even if she has no ill will--a side effect of isolating herself from most people for a long time. Though she tries to change for the better, old habits die hard.

The Trolley Problem itself has many different iterations depending on the person presenting the dilemma. However, one thing that remains constant in these iterations is that a vehicle is headed towards a track with multiple people (usually five) on it, with a bystander given the decision to let it be or pull a lever to lead the vehicle towards a different track with only one person on it. The choice of choosing one over multiple or vice versa is what's been debated by many people, with surveys even being done as part of research for this specific problem.
