Colonel Roy Campbell is the overarching character of Metal Gear Series. he was the original executive officer and the second commanding officer of FOXHOUND. He is one of Solid Snake's closest friends, and uncle of Meryl Silverburgh, although they later discovered that he is actually her biological father.

Colonel Roy Campbell was the commanding officer for Solid Snake during the incident in Shadow Moses. He first visited Snake on codec and told him that he needs to stop Foxhound. Foxhound was a special operation groups that captured a bipedal nuclear mech called Metal Gear. Campbell was hiding a lot of stuff from Solid Snake. He lied to him about Metal Gear. All along, Campbell knew that metal gear was designed to launch a new type of nuclear warhead.

In 2009, The Colonel was assigned to assist Raiden, Solid Snake's replacement after he 'died', along with Rose as Raiden intercepted the Big Shell. However, near the end, it is revealed the Colonel isn't the real one, but is being impersonated by the AI known as GW.

Guns of the Patriots[]
By the year 2014, Campbell was now serving as a liaison for the United Nations Security Council (UNSC) in regards to dealing with the war economy and Private Military Companies (PMCs). He requests Solid Snake's help for one last mission: The elimination of Liquid Snake, now having possessed the body of Revolver Ocelot, turning him into Liquid Ocelot, before he can launch an insurrection against the United States and the United Nations, having gained possession of the five largest PMCs on Earth and merged them into a single mother company called "Outer Heaven" to fulfill the dream of Big Boss. During the mission briefing, Campbell explains that PMCs now make up 60% of armies worldwide, and was authorized by the United Nations itself, but the United States, as a permanent member of the UNSC and of the United Nations General Assembly (UNGA), abstained from the vote for the resolution that made it official, yet Washington was still secretly endorsing the PMCs without knowing it, especially after the USA extorted too much military power, and was using the new "war economy" to make up for the falling oil market, that being that war to the 21st Century was what oil was to the 20th Century: The pillar that supports the global economy. However, PMCs mean more war refugees, like orphans and child soldiers, and proxy battles in a new Cold War, especially between nuclear superpowers like the USA and Russia. It also didn't help that, due to the Big Shell Incident, also known as the Manhattan Incident, the USA had to now think twice before interfering in other countries' affairs, which led to the rise of PMCs in the first place without the United States Armed Forces being there to aid the reigning governments as in the past.
Sending Snake to the Middle East under cover of being there for U.N. operations with U.S. military support, Campbell assigns him to meet up with Meryl Silverburgh and her Rat Patrol Team 01 (RAT PT 01). From there, he would need to get as close as he could to Liquid's main compound for his Praying Mantis PMC to take him out.
After Snake returns from the Middle East and reports on what happened to Campbell, despite concerns that the U.S. Army's ARSOC is on to them now after getting Meryl's report on the Middle East themselves, Campbell assigns Snake to South America to rescue Naomi Hunter, again using a cover as a U.N. inspector to get past the security when they arrive at El Dorado International Airport, along with a 4x4 to get as close to the Pieurve Armament PMC security perimeter as he can, after that, he's on his own. During this time, Snake also discusses everything they collected from the Arsenal Gear and the fears that Solidus Snake harbored regarding the Patriots with Campbell. When Snake suggests taking out the Sons of the Patriots system and the war economy, Campbell refutes the idea, explaining that the war economy and the System are the only things keeping modern civilization alive, and taking it out would mean the end of modern civilization as they know it, so no matter how much they hate it, they have to protect the System to avoid sending the Earth back to the Stone Age technologically.
It is also during this time that Campbell allows Snake to contact him at his home on his Codec for advice and psychological help from Rosemary and explains that they have not heard from Raiden for some time as he has disappeared, even going so far as to scold Snake for all the flak that the U.S. got following the Big Shell Incident, causing Snake to quip he's become a martyr while others couldn't stand becoming pariahs.
After events in South America and Europe regarding Big Mama and Liquid, Campbell is unsure of what to do now as, with Liquid having possession of the System now, the war economy has ground to a halt as guns and other weapons tied to SOP shut down worldwide. Nevertheless, he leaves things in the hands of Snake and Hal "Otacon" Emmerich to see things through and stop Liquid.
Finally, things come to a head when Liquid acquires Metal Gear REX's railgun to use a naked nuke to take out the Patriots' core AI JD via his own Arsenal Gear, Outer Haven. As the USS Missouri heads to stop Outer Haven, among those joining Snake are Meryl, Johnny Sasaki, Drebin, Otacon, Mei Ling, and the Missouri herself with her contingent of U.S. Navy sailors and Marines. As Outer Haven surfaces to prepare for the nuclear launch, Campbell contacts everyone to warn them of the opposition they will be facing on Outer Haven as it will be crewed by the best Haven Troopers/FROGs cultivated by Liquid from his PMCs, and guarded by unmanned weapons like Gekko, NATO Allied codename "IRVING", Dwarf Gekko/Scarabs, and automated Metal Gear RAYs. However, they have to stop Liquid here, before he takes out JD and allows GW to take over, or as Campbell clearly states to everyone...

Campbell also takes a moment to make peace with Meryl and wish her good luck, bringing her to tears. Later, when Snake faces the last of the Beauty and the Beast Corps in Screaming Mantis, he tries contacting Campbell and Rosemary for advice, but since this was not like the battle with Psycho Mantis back on Shadow Moses several years earlier, Campbell's suggestions to take down Screaming Mantis like Psycho Mantis are useless, yet Snake finds a way to defeat her nonetheless.
Afterwards, as Snake makes his way through the final microwave corridor to GW's main server room, Campbell and Rosemary watch the scenes unfold with both unease and dread, fearing the heroes will fail and they are facing the end of the world as they know it. However, Snake manages to buy Otacon enough time to upload the FOXALIVE virus into GW via the Metal Gear Mk. III and shut down not just GW, but JD and the other Patriot AIs as well in TJ, TR, and AL, while also ensuring the survival of modern civilization.
After everything has calmed down, Campbell arrives to Meryl's wedding to Johnny, but after wishing Meryl congratulations, he turns to leave, only for Meryl to call out to him and point her Desert Eagle at him. Campbell approaches her and, taking her Desert Eagle, turns the end of the barrel to aim under his chin, as if to say to her, "If you want to kill me for breaking your heart, daughter, do it like this to make it quick and painless." Unable to bring herself to pull the trigger, Meryl unloads her magazine and lowers her gun, instead handing it to Campbell as she tells him that he's going to walk her down the aisle, as the father of the bride. Campbell wonders if she's still mad at him, but while Meryl admits she is still angry, he now has a chance to earn her forgiveness. With that, Campbell agrees to walk Meryl down the aisle to meet her new husband, and is one of the witnesses as Meryl's teammate Ed serves as minister for the ceremony to unite Meryl and Johnny as husband and wife, with Mei Ling, Otacon, Sunny, and Meryl's other teammate Jonathan watching as well, with Drebin arriving shortly thereafter in his Stryker with gifts for the newlyweds. When everyone wonders where Snake is, no one has any idea where he wandered off to, but Campbell however, simply looks up to the sky and offers Snake his gratitude for saving humanity from the Patriots.

To others, he is a sneaky strategist, always one step ahead of his enemies. But to those who know him best, Roy is a sentimental and empathetic person, willing to do whatever it takes to protect his loved ones.
At first glance, Colonel Campbell may come across as rigid and stoic, a seasoned military man with a no-nonsense attitude. But under that tough exterior lies a caring and emotional individual. This is evident in his relationship with Solid Snake, the legendary soldier he mentored and considers a friend. Despite their complicated history and the secrets he kept from Snake, Campbell remained fiercely loyal and even risked his own reputation to ensure Snake's safety.
It is this loyalty and protective nature that defines Colonel Campbell's character. He will stop at nothing to keep his loved ones safe, even if it means bending the rules or withholding information. This is evident in his decision to hide the fact that his niece and secret daughter, Meryl, was being held hostage at Shadow Moses, leading him to offer his assistance to Snake.
