Tetsu Tachibana (born Li Hua) is the tritagonist of the videogame Yakuza 0. He is the president of Real estate company Tachibana Real Estate, with his right hand man being Jun Oda; they both plan winning against the Dojima Family by acquiring the Empty Lot and cleaning Kiryu's name that Sohei Dojima smeared.
He is voiced by Arata Iura, while the English dub of the Director's Cut he is voiced by Howard Wang.

Tachibana first appears at the end of the first chapter. As Kiryu breaks down in public Tachibana approaches him and tells him that he is aware of his current circumstances. He takes Kiryu to his home and asks Kiryu to join his business and tells him that as a result he can clear his name of the empty lot murder. Kiryu initially refuses this offer believing it to be too good to be true.
After Kiryu beats up a group of men in a lot within the Champion District (in self defense), Tachibana's assistant Oda turns up. Kiryu tells Oda that he is researching Tachibana Real Estate. Oda phones Tachibana who gets Oda to pass on a message that he requests Kiryu meet him in his home to ask him what he wants to know.
Oda requests that Tachibana allow him to test Kiryu to see if he is strong enough to join the business. Tachibana agrees and when Kiryu turns up, Oda challenges him to a fight. Kiryu wins and gains Oda's approval. Tachibana welcomes Kiryu into the business.
Tachibana reveals that he is working in kahoots with Kiryu's foster father Kazama, who is the one who arranged for Kiryu to join the business. He proves this by showing Kiryu a pocket watch with an image Kiryu, his friend Nishiki and Kazama took of themselves. Kazama presumably did this to get rid of Dojima's influence, which could only be done by acquiring the Empty Lot.
After Kiryu is threatened by Awano to either hand over Tachibana to the Dojima Family or be killed by them Oda phones Tachibana and tells him not to trust Kiryu anymore due to his circumstances.
Regardless Tachibana meets Kiryu in the empty lot to inform him that he does still trust him and that he is looking into the empty lot murder to see who the culprit truly was. He confirms that Kuze, who Kiryu had believed to be the murderer, could not have been.
When Kiryu is ambushed by the Dojima Family on a street and Kuze and his minions attempt to kill him, Kiryu defeats them. However Kuze then takes out an iron pipe and one of his underlings holds Kiryu down so that Kuze may beat him to death. Tachibana then turns up in his car and rescues Kiryu. Kiryu gets into the car and Tachibana drives away at high speed.
Tachibana parks the car in a car park and Oda turns up in a truck to pick them both up. Tachibana reveals to Kiryu that he is unable to trust others and only cares about himself and his own goals. Kiryu's survival is simply a necessity for his goals to be accomplished. After telling this to Kiryu, Tachibana collapses.
Oda and Kiryu bring Tachibana to a hospital in Little Asia, a hideout for Chinese immigrants in Kamurocho. Oda explains that when Tachibana lost his hand a few years prior, the blood loss affected his kidneys. He also reveals that he and Tachibana were originally in the Chinese mafia.
While in Little Asia, Kiryu and Oda meet Elder Chen. Oda requests Kiryu be able to stay there safe from the Dojima Family's manhunt for him. The Elder denies this request. Though Oda protests, Tachibana turns up and accepts the Elder's denial.
Oda takes Kiryu to the headquarters of the Tojo Clan's base where Tachibana is attempting to persuade the Chairman to end the Dojima Family's manhunt of Kiryu. Oda brings in a large stash of money and Tachibana offers it to the chairman in return for his request. The chairman agrees but due to protocol he has some men attack Kiryu, Tachibana and Oda as they try to leave the headquarters. The three of them make it past the men and arrive at Kamurocho's dock. Tachibana reveals that the owner of the empty lot lives in Sotenbori. Kiryu and Oda decide to travel there and collect the owner and then bring them to Tachibana.
Kiryu and Oda meet Tachibana in a hospital where he is in one of his recovering processes from his hand injury he suffered long ago, that caused him to lose his hand. Tachibana reveals the name of the empty lot is Makoto Makimura.
When Kiryu returns from Sotenbori and goes to see Tachibana he refers to Makoto as Tachibana's sister leading the latter to assume Oda told him that. Kiryu sadly reveals to Tachibana that he and Makoto got separated from Oda while being attacked by the Shibusawa Family and that they have not heard contact from him since. He also reveals that Oda had formerly sold Makoto as a sex slave to the South Korean mafia and tried to murder him and her to prevent Tachibana finding out.
Tachibana informs Kiryu of his backstory. When he was young he lived in China and his family were persecuted for being Japanese. He fled to Japan leaving his mother and sister behind out of desperation to flee the persecution. When he arrived he began making money by being a gangster. He eventually regretted leaving his family behind and upon learning that they had arrived in Japan sought out to find his sister.
Tachibana found out that Makoto owns the empty lot due to inheriting it from their grandfather. Since the Dojima Family were attempting to buy up this piece of land he feared for Makoto's safety and met with the captain (second in authority) of it, Shintaro Kazama, Kiryu's foster father.
The patriarch of the Dojima Family, Sohei Dojima had bought up an area of land in Kamurocho that could be sold for a high amount of money. The empty lot was in the centre of this land and was sold independently of the rest of the land. Since Dojima could not sell the entire thing without purchasing the empty lot he has been trying his best to purchase it. The amount of money that Dojima would earn from selling the entire land would secure his role as the next chairman of the Tojo Clan. Kazama fearing the consequences of Dojima rising to power plotted with Tachibana to prevent this, by getting Tachibana to found Tachibana Real Estate with the mission of getting the empty lot before Dojima. Tachibana agreed to this out of concern for his sister's safety.
As Kiryu and Tachibana were on their way to go to West Park, where Makoto was being kept safe by a friend of Kiryu's, Little Asia was attacked by the Dojima Family. Several men from it break into the hospital room but Kiryu and Tachibana defeat them in combat. They leave the hospital and make their way to West Park. Tachibana stops and tells Kiryu that they are being watched. They look up and see a man with scaley skin. The man shoots Kiryu and then makes his way down to where the duo are.
Tachibana takes Kiryu and hides him on a staircase. He reveals that the man is Lao Gui, Asia's most successful assassin, the one who framed Kiryu for the empty lot murder. Tachibana takes a sharp shard of glass and holds it to his throat. He threatens Lao Gui that he will kill himself if he hurts Kiryu. Since Lao Gui's mission is to take Tachibana to the Dojima Family alive Lao Gui takes Tachibana away leaving Kiryu unharmed.
Tachibana turns up in the captivity of the Kenno Clan. Kuze and his minions torture Tachibana to get him to reveal the location of Makoto. Tachibana refuses. Kuze decides that torturing him isn't going to work and so unties him. Kuze's underling, Yoneda is very angered by this act. When Yoneda sees Tachibana laugh at him he whacks him with a sledge hammer in the head, thus Tachibana begins dying.
Out of annoyance with Yoneda for refusing his instruction not to kill Tachibana Kuze murders Yoneda. Kiryu and Nishiki come in as Kuze has killed Yoneda and has brutally tortured Tachibana. This angers Kiryu who punches Kuze. Kiryu and Nishiki defeat the Kenno Clan and finish untying Tachibana. Kiryu orders Nishiki to go and get Makoto immediately so that Tachibana may see her before he dies. While Nishiki is away, Tachibana reveals that Sohei Dojima is the one who hired Lao Gui to frame Kiryu for murder. Kiryu promises to take care of his sister, and Tachibana lets out a relieved sigh and dies in Kiryu's arms.
