Togonosuke Makanai is a politician running for the position of Prime Minister of Arbrau.

He is voiced by Mugihito in Japanese and by Sam Mann in the English dub.

History[]

Makanai was prime minister of Arbrau until allegations of corruption were brought against him and he was forced to resign.

When Kudelia Aina Bernstein and Tekkadan arrived on Earth, Makanai contacted them and arranged a meeting with them at his safe haven in Oceania Makanai explained that he was running for re-election as prime minister and convinced Tekkadan to escort him to Edmonton in exchange for giving Kudelia a chance to re-negotiate Martian self-governance and economic independence. Tekkadan faced opposition from Gjallarhorn, who were hoping to prop her their candidate Henri Fleurs in order to increase their power, but were able to fight them off and get Makanai to the Arbrau parliament in time just in time for the election. After Henri's ties to Iznario Fareed of the Gjallarhorn Seven Stars were exposed, Makanai was re-elected as prime minister. He subsequently hired Tekkadan as a tactical advisor.

In wake of the exposure of Gjallarhorn's corruption, Makanai agreed to an independent military force for Arbrau along with the three other power blocs who had also begun developing their own personal military forces.

While Makanai meeting with Chad Chadan, leader of Tekkadan's Earth Branch, Makanai was the target of a bombing orchestrated by Galan Mossa on behalf of Rustal Elion of the Seven Stars. After noticing a mysterious flower pot in the room, Chad realized they were in danger and moved himself and Makanai away before the bomb hidden in the flower pot detonated. Neither were killed, but both were rendered comatose. Without Makanai's leadership, war soon broke out between Arbrau and the SAU. Makanai eventually awoke after spending a month comatose, finding that in the time he had been asleep a war had broken out but that Tekkadan's Mars Branch had arrived on Earth and managed to thwart Galan Mossa's plan to keep the war going.

After McGillis Fareed's coup against the Gjallarhorn Seven Stars was beaten back by the Arianrhod Fleet and both McGillis and Tekkadan were smeared as criminals, Makanai was contacted by Kudelia and Orga who requested his help in creating new identities for members of Tekkadan so they could hide from Gjallarhorn. While Makanai stated that that would be a serious offense, he noted that it was difficult to refuse an offer from those who had saved his life and agreed to help them. It also turned out that Takaki Uno had become Makanai's new assistant following his departure from Tekkadan.

In the years following the McGillis Fareed incident, Makanai worked heavily to free Human Debris from slavery before passing away. His legacy was carried on by Kudelia and Rustal Elion, who co-signed a bill in the Makanai memorial hall outlawing the use of Human Debris.
