Admiral Tommy Briggs is the supporting protagonist in the 2012 video game of Call of Duty: Black Ops II.

He commands and leads Seal Team Six and JSOC's operations alongside Lieutenant Commander David "Section" Mason to stop Raul Menendez and Cordis Die. Like several characters in the campaign, Briggs' fate is determined by the player's choice and actions.

He is voiced and motion-captured by the late Tony Todd, who also portrayed Ben in the Night of The Living Dead remake, Leonard Anderson in Babylon 5, Kurn in the Star Trek franchise, Slyrak in DOTA: Dragon's Blood, and voiced the Vortigaunts in the Half-Life series and Venom in Insomniac's Marvel's Spider-Man 2.

Biography[]

Background[]

Nothing is known of Tommy Briggs' past, but he was born in 1964 and later joined the United States Navy. From his own words, he flew one of the jets during the September 11 attacks. By 2025, Briggs reached the rank of admiral and is the commander of the navy, Joint Special Operations Command and SEAL Team Six and was stationed on the USS Barack Obama.

Black Ops II[]

Celerium[]

In April of 2025, Briggs sent David Mason, Mike Harper, Crosby and Javier Salazar to uncover and extract Celerium. He was heard via comms, then showed up to greet the team following their successful operation.

Strike Force Operations[]

From May to June, Briggs and Section oversaw multiple strike force missions to combat Cordis Die. He later debriefing the operators alongside Section after the completion of the missions in order to stop Raul Menendez and assassinate Tian Zhao. Non-canonically, Briggs will oversee the extraction of Chloe Lynch.

Assault on USS Obama[]

After apprehending Menendez and the death of Farid, Briggs has a conversation with secretary of defense David Petraeus, then later meeting with Section. Briggs then goes up to the command deck and left Section and Salazar to interrogate Menendez, but unfortunately several mercenaries storm the ship and freed Menendez. As gunfighting ensued, Briggs witnessed Salazar execute two Navy soldiers then being held gunpoint by him.

Fate[]

Menendez held Briggs hostage as he realized Salazar betrayed the team and was working with Menendez and Cordis Die. Determinately, Menendez can either kill or wound Briggs. If he chose to do nothing, then Salazar pistol-whipped him as he tried to disarm Menendez.

If killed, Salazar will comment that the admiral's death wasn't necessary. If Menendez chooses to do nothing, Briggs will then rush at them and attempt to disarm them only to be knocked out by Salazar, giving the same result as shooting him the leg. It should be noted that in the career record, it reflect the decisions, and impacts the story. If Menendez kills him, the U.S.S. Obama will sink. If he survives and the Strike Force Missions are completed with success, the ship will survive.

No matter Admiral Briggs' fate, Section would either kill or apprehend Menendez in Haiti. Canonically, Menendez is killed, resulting in his followers attacking their world governments in response.

Post Black Ops II[]

While Briggs' fate is determined by the player, he was succeeded by Colonel Troy Marshall in commanding JSOC by 2028, who later worked alongside Section in investigating the Guild's operations.
