Tomomi Masaoka is a supporting protagonist in the first season of the anime series Psycho-Pass, as well as one of the two main protagonists of the 2019 prequel movie Sinners of the System Case.2: First Guardian. He serves as a father figure to a lot of the team, including Akane Tsunemori. He is also the estranged father to Nobuchika Ginoza, to whom his demotion to Enforcer made a bitter and angry man. Although he doesn't show it often, Ginoza still loves his father deeply and is devastated by his death at the hands of Shogo Makishima.
He is voiced by the late Kinryū Arimoto in the Japanese version and Jason Douglas in the English version, the latter of whom also voiced Gildarts Clive.
Appearance[]
Masaoka has short spiky brown hair, brown eyes and a stocky build. He wears a dark brown suit like all the other Enforcers, but is often seen with a tan trenchcoat over it when he goes into the field. Masaoka also has a prosthetic left arm.
Personality[]
Masaoka is rather laid back in his approach to work and often accepts things as the way they are. Even in stressful situations, he tries to use reason above action and keeps a cool head. He also relies on the Dominator's rating of a suspect before making decisions about victims and criminals. On Akane's first day, he warns her that her training won't help her at all on an actual case, and that she'll soon learn just how pointless it was.
It is revealed that prior to becoming an Enforcer, he used to share Tsunemori's views on how a detective should approach police work. He doesn't consider himself to be wise, but does like to give advice to the team members, including Ginoza.

- Kinryu Arimoto's performance as Masaoka in Case.2: First Guardian would end up being his last performance in anime- he died on the 1st of February 2019, two weeks before the film premiered in Japan.
