Twinkers is a Starbuddy who debuted in Care Bears: Journey to Joke-a-Lot.

He is voiced by Richard Binsley.

Appearance

Twinkers, like most Starbuddies, is a bright yellow color. What makes him different is that he is significantly larger than most of them, and actually possesses a name. Twinkers is also sometimes referred to as a wishing star due to his unusual ability to grant wishes.

Roll in The Care Bears Big Wish Movie

The second CGI Care Bears movie begins with Wish Bear recounting how she came across Twinkers as a cub. The others bears enjoy the story, but become wary when she starts using his powers for frivolous things. Whent the Caring Meter drops, Wish Bear suggests using Twinkers to help. When the others decline, she instead decides to wish for more bears that like to wish as much as she does, ushering in the arrival of Me Bear, Messy Bear, and Too Loud Bear. This only proves to be trouble for Twinkers, as his powers are nearly used up by the newcomers.

To save Twinkers, the bears go to Big Wish, a large guardian star in the sky, who restores his powers. Wish Bear agrees that she has learned her lesson, and they all go back to Care-a-Lot.
