Universal Peace Enforcement Organization (UPEO for short) is a group serving as the player's initial faction in the video game Ace Combat 3: Electrosphere. It is a peacekeeping organization employed by Neo United Nations to prevent or stop armed conflicts across the world, notably those between General Resource and Neucom. The organization, however, is critically underfunded and thus inefficient, and one of its high-ranking members schemes to turn it into a front for terrorists from Ouroboros.

Special Armed Response Force, sometimes shortened to SARF, is UPEO's military force meant to intervene in armed conflicts. It mostly uses discarded General Resource and Neucom aircraft. It was disbanded by Gilbert Park after Ouroboros revealed itself, commanding its members to join the revolution.

Euro-Asia Public Network[]

Euro-Asia Public Network, or EAPN, is a UPEO-aligned news channel. Just like its General Resource and Neucom counterparts, it's biased in favour of its parent organization, but less explicitly.

History[]

UPEO was founded at some point after the Lighthouse War and operated on behalf of the Neo United Nations. In the times of General Resource, the organization was highly dependant on the corporation's funding and was little more than its proxy. This changed with the rise of Neucom, when UPEO received better funding and more independence. Gilbert Park, a former General Resource official, became the supreme commander of UPEO's Special Armed Reaction Force (SARF), while Gabriel Clarkson, a representative of the Usean government, was made UPEO's chairman.

Electrosphere[]

Conflict broke out between General Resource and Neucom when the latter's transports started breaching the former company's borders of influence. After SARF fighters shot them down, an outrage followed and Neucom launched attacks on GR-controlled territories. After a joint UPEO-General Resource raid on Megafloat, Neucom was forced to sign a peace treaty, which was soon breached by General Resource, meaning UPEO had to fight its forces instead. A certain pilot was also assigned to the organization's air wing.

While escorting Clarkson's plane, SARF fighters received orders to shoot it down, as the chairman was supposedly trying to defect to Neucom. Depending on Nemo's actions, Clarkson and Fiona Fitzgerald would either get killed or survive and indeed defect to Neucom. Either way, Gilbert Park would become the new leader of UPEO.

SARF pilots were then tricked into carrying out a false-flag attack on General Resource, bombing its facilities while flying aircraft with Neucom markings. This marked the opeing of a full-scale war, during which UPEO intervened to weaken both companies. Soon after, the transhumanist organization Ouroboros revealed itself, and Park, revealed to have been their spy all along, announced the disbandment of SARF so that its soldiers would join the terrorists.

UPEO's ultimate fate differs in the five possible endings to the story:

  • In the "UPEO" route, Nemo and Erich defeat Ouroboros and proceed to take out Gilbert Park, presumably eliminating the organization.
  • In the "Ouroboros" branch of "Neucom" route, it signs a peace treaty with General Resource and Neucom and cooperates with them to remove Ouroboros agents from their ranks.
  • In the "Ouroboros" branch of "General Resource" route, Abyssal Dision decides to "take UPEO out of its misery" and has Nemo wipe out its leadership.
