What's the work?
Sonic the Hedgehog is a comic book series by Archie Comics that ran from 1993 to 2017. Based on the video games series of the same name, it told the story of Sonic and his friends from the Freedom Fighters fighting the evil Dr. Robotnik to free planet Mobius from his grasp. Since it went through a continuity reboot in 2013, if I'm not mistaken, we're only covering the original one, before Super Genesis Wave struck.
"Zone Wars" is one of those weirder arcs, where Sonic was constantly thrown into alternate realities to prepare for his destiny or something, or other characters were thrown into his...In one of its later stories, the one we are covering, Sonic ended up in a world where he and his friends were mutated into kaiju by radiation.
Who is J. Kintobor and what has he done?
Doctor J. Kintobor is the evil Dr. Robotnik's good counterpart from the Giant Robotno zone. He is the mayor of Kintopolis and a genius scientist. In pursuit of new energy sources, he managed to crack open a Chaos Emerald and unleash its chaotomic energy...Sadly, he didn't take into account that the energy would mutate Mobians, the inhabitants of Knothole Island the tests took place on, into giant aggressive monsters that would keep raiding his city. His armies were powerless against the beasts, so he developed a Robo-virus, which turned monsters into robots and rendered them immobile. It worked on at least one of them, Chuck (yes, I see where this is going), but overtime they began to develop immunity.
That's when Sonic comes in. Shortly after arriving, he defeats Bunnie as she rampages through Kintopolis. Kintobor appears before Sonic, thanks him and tells him of the tragedy that befell his domain. He reveals that he developed Giant Robotno, a machine that can fight off the monsters, and, at Sonic's suggestion, had him use it to go into the monsters' lair after the Chaos Emerald needed to power other such battle mechs. Sonic succeeded in his mission (not before killing his father's alternate self, but that's a whole 'nother can of worms), and Kintobor threw a celebration in honour of his victory and built a robot in the blue hero's image. Just as he remembered that he forgot to ask his saviour's name, Zonic the Zone Cop came for Sonic and had him leave the zone, so I guess Doctor J. never learned...
Admirable standards
Given how our wikis treat alternate reality stories, I guess Kintobor will only have to compete with heroes that appeared in his home universe. The only competitors he has as such are Sonic (who saved entire planets at times, and stopped a different version of Robotnik from taking over the multiverse by that point in time) and Zonic (who, along with other Zone Cops, keeps the multiverse in check by catching criminals violating zone borders and the likes). They both have bigger resources, though: Sonic can utilize Chaos Energy to go Super and become all-powerful and near-invincible, while Zonic can travel dimensions, strip people of superpowers and violate laws of physics due to the nature of his home reality, while Kintobor is a mayor of the city who has armies that answer to him, but are no match for monsters that attack Kintopolis, a virus that could immobilize monsters until they became immune, and robots that, when powered by the Chaos Emerald, can put up a fight against monsters. And yet he uses all these resources to protect the people of his city from certain death at the hands of kaiju, aiming to fix his great mistake. Even if he needed Sonic's help to get the robots' power source, who in turn needed Zonic's help to enter his universe, the fact that he did so much to protect his city from attacks that, from what we saw, could've killed many people if allowed to continue even before her arrived (notably, his robo-virus stopped at least one kaiju for good) should allow him to meet the standards of his universe, of which he is the only native hero.
Corrupting factors?
I'm as surprized as you are to say that I believe he doesn't have any. While the fact that the city he rules is named after him and that he has a robot modeled after himself may hint at him being arrogant or somewhat egocentric, we don't know why exactly the city is named "Kintopolis". It's possible that he wasn't even the one to come up with the name. He doesn't actually express any arrogance at any point.
There's also the deal about his part in the monsters' appearance, and him calling sapient creatures "wildlife" and "it". He very clearly regrets the fact that he mutated Mobians, even saying that he didn't expect it to happen and that all that happened is his fault entirely, and since he isn't as little as rude towards Sonic, I don't think he's actually prejudiced against anthros (he even made a robot in Sonic's image, after all0, most likely he just made a poor choice of words or wasn't even aware of Mobians' sapience before meeting Sonic. While he is ready to use lethal means to combat them, from a virus that immobilizes and apparently kills them to guns and battle mechs, he only does it to save his people's lives, and you can't exactly negotiate with beasts who only want to tear down the city even if you want to. Another thing is, this version of Kintobor is polite to a fault, and when Sonic tells him of what Eggman in his reality is like, he apologizes for that Eggman's crimes, even when Sonic tells him he shouldn't.
Verdict?
