Why Does He Not Qualify
While he does not have any corrupting qualities shown in the movie, setting the standards and had an admirable act of trying to redeem Phango which ultimately turns out to be futile, his best action might be heavily dependent on Fridge Brilliance; this is mainly because while Phango did kill two known characters (Nora’s husband and Mama V’s daughter) other than his clan of an unknown amount members which he killed due to their abuse against him, and the situation did get better after Phango died as the zebras are able to live in peace again; Khumba’s goal is only set on trying to redeem him and not avenge the deaths Phango caused, in addition to preventing himself from being eaten as Phango wants to eat him to gain power due to his half stripes; other than wanting to gain stripes to end a drought and save his community, and we got one moment that says if the drought continues his zebra fellows would die from dehydration, but the film later treats this like Khumba being quickly absolved of the blame without mentioning her as the cause of the drought midway in the course of the film, making a writing issue in the movie neutering his other potential admirable act.
To sum it up, Khumba relies a bit too much on fridge brilliance to count due to his admirable acts of trying to redeem Phango not being based on a substantial motive.
