V'Lar was a Vulcan female who was active in the 21st and 22nd centuries. She was portrayed by actress Fionnula Flanagan, who had played other guest roles in Star Trek related episodes.
In the 2060s she was working as a diplomat on Vulcan when word came of a new race that a Vulcan ship commanded by Solkar passed through Earth's solar system and made official first contact with humanity. She was unsure of this new race as humans had just emerged from World War III only a few years earlier, and V'Lar wondered if humans had recovered enough to join the interstellar community.
Over the next century she helped negotiate several agreements between Andoria and Vulcan. During this time she met a young T'Pol, whose questions made her reconsider some of her own positions.
By the 2150s she was working as an ambassador to the planet Mazar, where she was working with the government of Mazar to help bring down the Mazerite syndicate. By 2151 her work had reached a critical stage - with both the Mazerites and Vulcans deciding she needed to leave for the safety of Vulcan until she could be called to testify against the Mazerite syndicate. The two governments decided the best way to do that was to invent a story that she was being discharged for misconduct, with the nearby Enterprise being detailed to take her from Mazar to an incoming Vulcan ship that would in turn take her back to Vulcan.
While she was still unsure of the humans, she was far more friendly than other Vulcans of that time were towards humans, and interacted with the crew a lot more than what T'Pol would expect her to. Despite interference from the Mazerite syndicate Jonathan Archer and the Enterprise crew were safely able to get her back to the Vulcan ship and V'Lar told a syndicate leader she looked forward to adding their further interference to her testimony against them.
