Vedoc was a Romulan male in the Romulan Empire's navy introduced in the Star Trek: The Next Generation novel The Devil's Heart. His mother was the sister of First Prefect Lorris, a politician with links to the highest levels of Romulan government.
Vedoc preferred to spend almost all of his free time in his Uncle Lorris's library instead of with his fellow shipmates. During his time in the library Vedoc found a book written by the Vulcan archaeologist T'Sara. From that book Vedoc learned about the Devil's Heart and the role the entity played in both early Vulcan and Romulan history. Lorris thought highly of his nephew and that he would be a fine head of Lorris's house after he passed away, provided Vedoc lived long enough to do so. In the late 2360s Vedoc joined Ambassador Spock's reunification movement. He learned a great deal about the teachings of Surak and other Vulcan philosophers in the process.
During Vedoc's early career he was assigned to ships patrolling the Neutral Zone. Easily bored, Vedoc spent most of his free time taking ship components apart and putting them back together, becoming highly skilled in engineering.
The Romulans and a number of other species sought to regain possession of the Heart after it resurfaced in 2369. Vedoc's uncle convinced the Romulan Praetor to send the warbird IRW Haakona across the Neutral Zone to determine if the Heart had actually resurfaced, and if so retrieve the Heart for the Empire. Lorris also called in several favors so that Vedoc was posted to the Haakona.
Having read about the Heart's violent history, Vedoc came to the conclusion that the Romulan people must never possess the Heart ever again. While on the Haakona Vedoc acted in a manner that convinced Taris and the Haakona crew he was idiot who had only reached the rank of Subcommander because of what Taris would term Vedoc's "highly placed uncle." The Haakona found that the Heart had indeed resurfaced and was on the Enterprise-D. Vedoc talked Taris into allowing him to help man the auxiliary weapon's station when it came time to attack the Enterprise. Vedoc proceeded to sabotage the Hakona by dismantling a shield relay housed in the station so part of the shields would fail in battle against the Enterprise. This sabotage was successful - with a small forward shield section on the Haakona failing at a critical moment. Worf was able to take advantage of the shield section going down and fired phasers through the gap that had been created, drilling a hole straight through to the warbird's warp drive and apparently destroying the Haakona in the process.
This sacrifice helped ensure Captain Jean-Luc Picard continued to possess the Heart. It also ensured that Picard was able to help the Heart continue on its journey to another galaxy, where it was intended to grow into another Guardian of Forever.
