Cecile Horton is one of the main protagonists of the CW series The Flash. She is the former district attorney turned metahuman attorney, the fiance of Joe West and the mother of Jenna West and a member of Team Flash.
In Season 4, Cecile gained the ability to read people's minds and emotions due to latent dark matter which was activated during her pregnancy. After Season 9, Cecile becomes the vigilante Virtue.
Personality[]
Like Joe West, Cecile needs to see someone to believe it, as she had a difficult time believing that a shapeshifting metahuman pretended to be Eddie Thawne after he shot two police officers. However she learns the truth when she is shown footage of Hannibal Bates changing. She also is a great admirer of the Flash and believed he was a hero.
Even before gaining her powers, Cecile becomes empathetic, warm, even becoming like a maternal figure for Team Flash and understands how hard it was for Joe to raise Iris and Barry on his own. She also loves her daughter Joanie and Jenna and extends her familial love for The Wests and Team Flash.
However, underneath her exterior, Cecile is traumatized by the loss of her mother, who died of cancer when Cecile was in court. In "Masquerade," Cecile defeats Psycho-Pirate, when she was trapped in her own mind by it. With help from Barry, Cecile decided to not let this fear define her and talked to Joe about the trauma she had to endure.

Meta-human Physiology: Even though Cecile was exposed to dark matter on the night of the particle accelerator, her powers didn't activate until her pregnancy with her second daughter Jenna. This rewrote her to DNA and her cells advanced, granting her meta-human abilities, mainly involving telepathy and empathy.

Abilities[]
- Skilled Lawyer: As a district attorney and metahuman lawyer, Cecile rarely lost a case. Once of the few times she actually lost a case was when Barry suffered amnesia induced by Cisco and Julian Albert. Without his memories, Barry was unable to convict the criminal and making Cecile lose the case
- Network: She has strong connections in the Central City Police department.
- Intimidation: Despite her appearance, Cecile can be quite threatening or intimidating, including criminals. For example, when Ralph Dibny needed help looking for Cicada's true identity, Cecile offered to accompany him to interrogate a FEMA worker, but he almost passed her over when he revealed that he didn't find her threatening. However, Ralph was visibly shaken and admitted that Cecile was actually able to intimidate him.
- Strength: She put Chester P. Runk in the Mental Augmentation Chamber on her own.

- Virtue suit: After becoming a hero of Cecile wears a protective suit when she's out in the field. By 2049 she is still in possession of it.

- In the comics, Cecile is the attorney who represents Barry during the Trial of the Flash arc. Also Virtue is a separate character, whose real identity is Holly Ann Fields.
- Season 2 is the only season of The Flash where Cecile does not appear at all.
